21 ANSWER Article 48 made it easy for a dictator (i.e Hitler) to make laws without the Reichstag legally. Proportional Representation meant that there was lots of small parties, no main strong party, and therefore nobody agreed. It made the Weimar Republic very weak.

31 ANSWER The government responded quickly and brutally; the deployed the army and crushed the uprising. The leaders were killed. The Kapp Putsch was an uprising by the paramilitary group the Freikorps. The government called on the workers to go on strike and halt production. They did and the putsch collapsed. Hitler was arrested and imprisoned.

It refers to how on the surface everything was much stronger, but actually it was all dependent on American loans. Should something go wrong it would be destructive for the German economy (as demonstrated by the Wall Street crash in 1929)
