3 PURPOSE The purpose of this presentation is for the Department of Traditional Affairs to brief the Select Committee on the revised Strategic Plan, 2018/19 Annual Performance Plan and indicative budget allocations. 3

Vision Inclusive, cohesive, developed and sustainable traditional and interfaith communities Mission: To transform, develop and promote cohesiveness and sustainability of traditional communities through: The development, implementation, monitoring and review of traditional affairs legislation, policies, norms and standards; Monitoring and providing support to the institution in its administration of the affairs of traditional communities in accordance with customs and traditions and the Constitution; Developing mechanisms for structures of traditional leadership to support municipalities in the identification of community needs; 5

Facilitating the involvement of traditional communities in the development or amendment of IDPs within their areas; Monitoring and providing support to structures of traditional leadership in their participation and promotion of development and service delivery within their communities; Monitoring the participation of structures of traditional leadership in the development of policy and legislation at local level; Monitoring the participation of structures of traditional leadership in the development programmes of municipalities, provincial and national spheres of government; Monitoring the promotion of the ideals of cooperative governance, integrated development planning, sustainable development and service delivery by structures of traditional leadership;

Monitoring the promotion of indigenous knowledge systems by the institution of traditional leadership and ensuring that they are in accordance with Constitutional principles; Developing appropriate policies, legislation, norms, standards, systems and regulatory framework governing traditional affairs; and Coordinating the interfaith sector to promote social cohesion and nation building. 7

The project is aimed at capacitating provinces to identify the right core royal family members for this purpose. Following the assessment, together with respective provinces, provincial support plans were developed to improve the functionality of TCs in each province. This project is therefore aimed at ensuring that the provincial support plans are implemented, with an ultimate aim of increasing the number of functional TCs in the country. 31

Strategic Objectives 2018/19 Performance Indicators 2018/19 APP Targets Purpose/ description of targets To increase the number of functional structures of traditional leadership Number of provinces monitored on the implementation of guidelines for participation of traditional leadership in municipal Integrated Development Plans (IDPs). 8 provinces monitored on the implementation of guidelines for participation of traditional leadership in municipal IDPs. One of the challenges identified during the assessment of the functionality of TCs was on the participation of traditional leadership in the IDP processes, which is one of their legislated functions. This target is thus aimed at improving relations between traditional leadership and municipalities by strengthening their participation in municipal IDPs. The target is part of DTA’s contribution to the COGTA B2B and government outcome 9. 34

It is further aimed at: empowering women within structures of traditional leadership facilitating that traditional leaders promote food security within their communities in collaboration with relevant departments and role players. 35

The target is to ensure that in the interim, provinces monitors compliance of cultural initiation schools with the Guidelines. 36

Furthermore, as part of women empowerment programmes, members of the NHTL will lead in the promotion and protection of the rights of vulnerable groups (women, girls, children, LGBTIs, persons with disabilities and people with albinism) against discriminatory and harmful customs and cultural practices within their communities. 38
