Sharing the experiences and knowledge of specialists of Statistical Office of Estonia The assistance is divided into two main groups of topics: the policy of dissemination of statistics the different possibilities (tools) of implementing of dissemination policy

RECOMMENDATIONS WRITTEN BY MEMBERS OF ESTONIAN CONSULTING GROUP FOR EACH COUNTRY DRAFT CONCEPT OF UPDATED DISSEMINATION POLICY WRITTEN BY PARTICIPANTS FROM EACH COUNTRY Draft concept of updated dissemination policy written by participants of WBC Clear guidelines for dissemination policy Guidelines for drafting statistical products and services for different customer segments Guidelines for pricing policy

Evaluation of the assistance as whole project by specialists from each WB country by specialists from Estonia Setting up future plans for each WB country Conclusions and content of Final Report Final Report written by Estonian specialists based on cooperation with specialists from WBC

February – March 2006 Project Manager visited each country mapping current situation in each country needs for training, problems, technical possibilities May 2006 Visit of two Consultation groups from Estonia presentations to the two groups of countries in Zagreb (Croatia, Bosnia and Herzegovina) and in Skopje (FYR Macedonia, Serbia and Montenegro, Kosovo and Albania) Dissemination Policy Group Technical Tools Group

October 2006 study visit of WBC to Estonia workshops and discussions on selected topics with specialists from Estonia mapping the future activities January-March 2007 work at home in Estonia and in WBC writing recommendations by Estonian specialists for each WBC writing draft concept of dissemination policy by WBC specialists February-March 2007 Final evaluation meeting in Estonia Evaluation of the whole project by specialists from each WB country and by specialists from Estonia Setting up future plans for each WB country Conclusions and content of Final Report

12 Experiences from Montenegro – II PRIORITIES
Issues to be improved: Dissemination in general – all aspects of dissemination; Statistical publications (types, concepts, procedures, staff, IT sources, content development); Internet publications and Web site; Marketing in statistics; Public and media relations; Internal communication and communication with users (user survey); Library and archive organization and functioning. Problems that MONSTAT encounters: Lack of knowledge from this area; Insufficient number of employees (we need to form separate department with the staff trained for this kind of work); Technological backwardness comparing to developed countries.
