5 What do Beneficiary Countries need to do for engaging with GCF?
Establish and maintain a National Designated Authority (NDA) or focal point Strategic engagement through country programmes Identify and seek accreditation of entities to access resources from the Fund Develop projects and programmes to bring forward funding proposals through accredited entities

6 Access to Green Climate Fund resources: ACCREDITED ENTITIES
Access to Fund resources to undertake climate change projects/program mes will be through accredited national, regional and international entities

11 GCF Tbilisi Workshop – Eastern Europe, Central Asia (30 May-2 June 2017)
13 countries, representatives from eight GCF Accredited Entities, 10 National Designated Entities of the Climate Technology Centre and Network (CTCN) as well as several observer institutions from civil society and the private sector So far, Eastern European and Central Asian countries have not been as active as other regions in accessing GCF assistance countries to gain access to the funds the GCF available funds to support the achievement of countries’ Nationally Determined Contributions under the Paris Agreement on Climate Change. stimulate thinking on how Eastern European and Central Asian countries can rectify current gaps in climate adaptation GCF can play an important role in laying the foundation for enhanced business engagement

12 GCF opportunities for the Region
EECA region has not been as active with the GCF as other regions  need to improve activities within GCF framework CA Countries are called to access the available resources, in particular through the Fund’s Readiness Programme CA Countries provide feedback to GCF on the specific priorities for the Region, to contribute to the definition of the Regional Pipeline GCF pipelines PPF FP READINESS INDCs NAPs Country and Entity Programmes

13 GCF Investment Criteria: Country Ownership
Beneficiary country ownership of, and capacity to implement, a funded project or programme (policies, climate strategies and institutions) Existence of a national climate strategy_Objectives are in line with priorities in the country’s national climate strategy; Coherence with existing policies_Proposed activity is designed in cognizance of other country policies; Capacity of accredited entities or executing entities to deliver_Experience and track record of the Accredited Entity or executing entities in key elements of the proposed activity Engagement with civil society organizations and other relevant stakeholders_Stakeholder consultations and engagement.

14 Expected outcomes of the discussion Forum
CA Countries are called to share a common vision for enhancing their access to GCF financial opportunities CA Countries channel their advancements with regards to mitigation of /adaptation to climate change and low carbon economy in perspective of GCF opportunities CA Countries, also with the support of the EU-CA Platform, aim at strenghtening their Country ownership with regards to GCF CA Countries contribute to the definition of the GCF regional pipeline highlighting climate-related project opportunities to be included in their Country priorities
