What is Title I? Title I is part of the Elementary and Secondary Education Act of 1965 (ESEA) which has been reauthorized as ESSA- Every Student Succeeds Act. This act provides federal funds through the Georgia Department of Education to LEAs (Local Education Agencies) and public schools with high numbers of poor children to help ensure that all children meet challenging State academic content and student academic standards. LEAs target the Title I funds they receive to public schools with the highest percentages of children from low-income families. These funds may be used for children from preschool age to high school. Title I is designed to support State and local school reform efforts tied to challenging State academic standards in order to reinforce and enhance efforts to improve teaching and learning for students. Title I programs must be based on effective means of improving student achievement and include strategies to support parental involvement. The students need additional academic support to ensure success in the next grade level or course and to be on track for college and career readiness.(Basic Pass Level). Proficient Learners demonstrate proficiency in the knowledge and skills necessary at this grade level/course of learning, as specified in Georgia’s content standards. The students are prepared for the next grade level or course and are on track for college and career readiness. Distinguished Learners demonstrate advanced proficiency in the knowledge and skills necessary at this grade level/course of learning, as specified in Georgia’s content standards. Miller County Schools Testing Meeting Students to be Tested Includes all students enrolled in grades 3 through 8, except for those participating in the GAA or who have an EL deferment for English Language Arts and Social Studies. EL deferred students MUST have participated in the 2017 ACCESS for ELLs. Makeup Testing Make-up tests must be given within the system’s scheduled local administration window; the last day of the local window should be scheduled as a makeup day. If in Grades 3, 5, or 8 – a new student who has not tested should participate in the required promotion/retention content assessment(s) for that grade level if the state window is still open Retest Students who are not on Grade Level for Reading in Grades 3,5,8 Students who score in the Beginning Learner achievement level in mathematics in Grades 5,8 March 17, 2016

Participants EOC* Summer Main 2017 Retest (Summer 2017) May be made available to, but not required for, students who received a Grade Conversion Score below 70 on the Spring Administration. The Fall 2016 Mid-Month can be another option for retesting these students as well. Test Out (Summer 2017) An eligible student may test-out of any course that has an associated EOC. If the student reaches the Distinguished Learner achievement level, the local board of education shall award the student associated course credit. Make up from Previous Administration (Summer 2017) The Summer 2017 EOC Administration can be a makeup opportunity for students who missed the Spring 2017 EOC Administration March 17, 2016

Miller County Schools Testing Meeting Promotion & Retention School Year Reading – Grades 3, 5, and 8 Student performance on the reading portion of the ELA test will be used to provide a grade level reading determination: Below Grade Level or On/Above Grade Level Students who receive Reading and Vocabulary domain designation of Below Grade Level need remediation and are to retest in ELA. * Strategic Wavier System-Still to be determined-we will retest… March 17, 2016

20 Promotion & Retention 2015–2016 School Year
Miller County Schools Testing Meeting Promotion & Retention 2015–2016 School Year Mathematics – Grades 5 and 8 Students must achieve the Developing Learner achievement level to be considered eligible for promotion. These students have demonstrated partial proficiency of the grade level concepts and skills and can proceed to the next grade level when provided focused instructional support in the needed areas; their learning should be actively monitored to ensure their success. Student who achieve the Beginning Learner require remediation and the opportunity to retest. These students need substantial academic support. * State Board Rule- Students who do not pass retests in grades 3, 5 and 8 are subject to retention as per State Board rule unless the placement committee deems that the student is promoted. High School EOC Courses- The EOC counts as the student’s final in the course and will constitute 20% of the student’s grade (2nd semester) “For students who enter ninth grade on or after July 1, 2011, the numeric score on the Georgia Milestones EOC shall count for 20% of the student’s final numeric grade in the course assessed by the Georgia Milestones EOC. “ *Local Promotion Policy-contained in student handbooks (MCES: generally 70 in ELA/R/M, pass sight words/ fluency requirements and in 3-5 pass state tests. MCMS: 70 or above in all academic subjects, 8th level 2 on GA Milestones. MCHS: 70 or above in Classes to receive credit, certain number of credits to move to next grade. Miller County Schools Testing Meeting Remediation Opportunities Already starting “Boot Camps” in ES, MS and HS, pull out intervention in Project Pirate Once the results are back, immediate concentration on domain deficiencies through tutorial, iStation, iLearn, Plato, USA Test Prep Those who do not pass Re-test in 3, 5, 8 will have priority “spots” offered in the summer program Project Pirate Those HS students who are eligible for Re-test (range) will have opportunities for summer program remediation prior to re-test at the end of June (Plato, HS tutorial) March 17, 2016
