2 SOCIAL DIALOGUE in Romania is regulated by two laws passed this year and have fundamentally changed the relationship unions - employers - government. 1) Social Dialogue Law. Law Nr.62/2011 2) Labour Code Law 253/2001 (amended 2011) The two laws were imposed by the Romanian Government without the unions, employers and a part of the parliamentary opposition. The two laws were designed to request the Foreign Investors Council (U.S.) in Romania. \

3 LAW SOCIAL DIALOGUE Nr.62/2011 provides that a union can be formed if it has at least 15 members Union representative in the business if a member owns 50% Unions may form federations union Federal union representative if they have 7% of the branch of activity under NACE code or group of units have 7% of the employees of establishments

4 Federal union workers may be national trade union confederations
Federal union workers may be national trade union confederations. Trade Union Confederation representative if cumulated a membership of at least 5% of the number of employees in the national economy and their local structures in at least half plus one of the counties of Romania, including Bucharest;

7 Employers' organizations established at national level must have the component of territorial structures in at least half plus one of the counties, including Bucharest.

8 Collective labor contracts can be negotiated at the unit level, groups of units and sectors. Collective bargaining is compulsory only in the business, unless the unit has more than 21 employees.

11 Tripartite structures established in the Social Dialogue Committee exists in each ministry and each government agency Economic and Social Council (ESC). (staff are part of the Social Dialogue Committee of the County Agency for Employment - Ilfov, the CNS Cartel Alfa) ESC is regulated by the Law Society Dialogue.

12 Bipartite level employers - unions, the end of September an agreement was signed between the National Employers' Confederation and a major part of trade union confederations in Romania. In the last negotiations held at the Ministry of Labour can inform you that will be 27 sectors which will be found between a transport sector including land transport, sea and air with a total of 222,404 employees.

13 Major trade union confederations in Romania have as an immediate priority amend the Labour Code, Law and Social Dialogue pension law. National Trade Union Technical TAROM agenda primarily to create a union representative at TAROM (50% +1)

14 National Trade Union Technical TAROM is with CNS Cartel Alfa and BNS in efforts made ​​to amend the Labour Code, Law Dialogue Social and Pensions Law.
