8. Why did Adams send diplomats to negotiate with France?
The French were angry that the U.S. was neutral in the France-Britain conflict. They began seizing/attacking American trading ships.

They demanded a bribe in exchange for France to stop attacking U.S. ships.

He continued to negotiate with France.
