Identify strengths and weaknesses What does the community want, and how do we know this to be true? Incorporates results of surveys Directs capital improvement plan - Matching up Chapter 2 (inventory) with Chapter 3 (goals)

3 Chapter 4 - RCO Demand analysis that “balances public demand with organization’s capacity” (RCO) Defines priorities for acquisition, development, preservation, enhancement, management, etc. and explains why actions are needed Process used to develop analysis is appropriate for the service area - Matching up Chapter 2 (inventory) with Chapter 3 (goals)

Look at goals and assess how we currently meet them Review RCO measures, other cities, SCORP, ParkScore What tools for analysis do we have available and what makes the most sense?

Facility capacity – Sports Fields, CEC, concerts, etc. # acres/1,000 population or % of total City acres for parkland and open space Add Quality criteria Functionality & safety – assessment and survey Public satisfaction – measured by survey Add Distribution and access measure Percentage of households within ____ minute walk of a public park

8 Example 2012 Survey said that 44% of respondents would be willing to travel more than 15 minutes from home to park/recreation facility. LOS – what percentage of the population can access a park/recreation facility within 15 minutes? Goal: 80% of population can access a facility on foot within 15 minutes

9 Another Example 2012 Survey said that 55% of respondents feel that maintaining existing parks is one of the most important priorities for the City LOS – is current acres/population adequate? If so, concentrate on improving existing parks versus acquiring new parks

10 A Final Example 2012 Survey said that 39% of respondents felt that opportunities for concerts, festivals, and other events are lacking LOS – do our current facilities have the capacity for events? What needs to be done to maintain or add capacity?
