1 Skills Development Facility (SDF)

2 Background SDF is part of the $100 million Uganda Skills Development Project (USDP) which is a Government of Uganda Project funded by the World Bank SDF is component 3 of USDP and implemented by the Private Sector Foundation Uganda (PSFU). Amount: USD 21.8 Million (18 M for Grants and 3.8 million operation costs) The Facility is focusing on three sectors; Agriculture, Construction and Manufacturing, including auto mechanics. SDF has 4 funding windows: Window 1: Addressing skills shortages in formal sector Window 2: Addressing skills shortages in informal sector Window 3: Innovative skills training Window 4: Recognition of Prior Learning (RPL)

3 Objective of SDF Overall objective Specific objectives:
SDF aims at promoting employer-led short term training in order to address prevailing skills imbalances and shortages in Uganda. Specific objectives: To improve labour productivity in the formal and informal sectors and therefore enhance their competitiveness. To enhance production of high-quality goods and hence leading to business growth and competitiveness To increase employment opportunities in Micro enterprises To allow workers to have career path and access to attain higher level trainings. To give workers portable certificates which gives their market values

4 Key granting processes
Pre-screening Engaged Grant Support Assistants (GASAs) at the pre- screening level. Pre- appraisal Engaged Experienced GASAs to do the Pre-Appraisal (Process still going on and each file is looked at by 2 GASAs) Due Diligence Contracted Sustainable Skills Ltd.(an Australian firm) for window 1&3 and Individual External Evaluators for window 2 Grants approval - By Grants Committee IDA Clearance – By World Bank

The central region (Kampala, Wakiso, Mukono) had the highest number of applicants followed by Western and Eastern region

The Central region had the highest applicants, taking 52% of total applications under window 3
