Trent Conservation Coalition Source Protection Region includes: Crowe Valley CA Ganaraska Region CA Kawartha Conservation Lower Trent Conservation Otonabee Conservation Areas outside of CA jurisdiction: Part of Haliburton County Part of Peterborough County Part of Havelock-Belmont- Methuen/Trent Hills Approximately 14,000 km2 in size Multiple jurisdictions: 5 upper tier, 29 lower tier, and 3 single tier municipalities; 4 First Nations; federal waterway 54 municipal drinking water systems: 34 groundwater systems, 19 surface water systems, 1 planned groundwater system Over 50% of population serviced by private wells or drawing from lakes Diverse Geography: Canadian Shield, Limestone Bedrock, and Deep Soils Land Use Diversity Agriculture Mining/Aggregates Forestry Seasonal Use (cottage country) Urbanizing Areas

4 Drinking Water Source Protection Overview
Under the Clean Water Act and associated regulations, Source Protection Areas/Regions must have in place: Assessment Report Technical studies Determine potential threats to municipal sources of drinking water Source Protection Plan Policies address existing and future significant threats Trent and Ganaraska Source Protection Plans The province provides funding for delivery of the source protection program

Source Water Protection Ministry of the Environment, Conservation and Parks Source Protection Authorities/ Region Source Protection Committees Community Land owners, Industry, businesses, public Other provincial ministries (e.g. OMAFRA, MTO) Municipalities

6 Source Protection Authority Responsibilities
Assist municipalities with Source Protection Plan implementation Provide guidance, support and information to affected parties including landowners and municipalities Scientific, technical and administrative support to the Source Protection Committee Operate Risk Management Office, where an agreement has been established Develop and deliver on-going Education & Outreach Program Liaise with municipalities, landowners and other community stakeholders to raise awareness of the Source Protection Plan Gather information from implementing bodies for Annual Progress Reporting

7 Source Protection Regional Responsibilities
Lower Trent Conservation has been assigned the lead conservation authority for the Trent Conservation Coalition. Coordinates the source protection program on behalf of the five Source Protection Authorities. Provide assistance to the five Source Protection Authorities with their responsibilities Agreements/Reporting/Funding Fiscal responsibility Coordinate meetings as required under Act & Regulations Appointment of Source Protection Committee Members

8 Municipal Responsibilities
Own and operate municipal drinking water systems Have a strong role in developing and implementing source protection plans Direct input to the planning process Representatives on the Source Protection Committee Representatives on Source Protection Authority boards Municipal Working Groups Provide information to the source protection authorities for the Annual Progress Report
