Agenda Item Actions Approvals and decisions for future actions MINUTES OF THE LAST MEETING APPROVED - Minutes of the last meeting in Bonn adopted with one amendment 4QC IMPACT EVALUATION SURVEY Information about the survey methodology and the key dates (PT) Survey methodology - 4 steps: Valid list of s of participants via IPSG members and by post. Invitation . Questionnaires open for 3 weeks. Analysis of results and final report. Key Dates: 3 August (validation of s addresses). 3 September: invitation for the s sent. 3 September: Questionnaire active online for 3 weeks IPSG members’ active collaboration to get a large number of answers from the 4QC participants. 3 Report on activities by France
5TH QUALITY CONFERENCE Report on activities by France For the next steps were accepted the following dates: 3 Sept. - IPSG members can send proposals for Agoras speakers. 6 Sept. CAF Centre programme will be discussed on the expert meeting. 22 Oct. 5QC subgroup meeting in Paris (date to be confirmed). 31 Oct. – deadline for IPSG members to send BP description (extended to 30 November if required by local selection process). 15 Nov. Validation of manuals and citizen village/country stands requirements at the IPSG meeting. Agoras: IPSG members can suggest further speakers until September 3. France will draft further the content of the agora program in specifying the addressed issues and selecting the speakers. New suggestions could be asked at this stage. France will communicate the new draft to IPSG members. France will speak bilaterally with IPSG members before contacting the speakers they suggested. IPSG Meeting 16, 17 July - Lisbon

4 Working paper based on the UK Primer on Customer Insight.
CUSTOMER SATISFACTION Portugal mentioned the work done and identified the next steps, including the new proposals for the future work made by Belgium and Netherlands. The next sub-group meeting will take place in Brussels on 26 September. All member states that have particular interest in this issue are invited to take part of the sub-group. The Customer Satisfaction sub-group have to develop the following outputs: Collection of practices cases documented according to the template developed by France and Austria. Working paper based on the UK Primer on Customer Insight. The sub-group of customer satisfaction will work on the idea of linking the citizen charter and the costumer satisfaction management and on the possible contribution that e-Gov WG could give for the future work. The future work have to be developed on two basis: Strategic plan: the vision of this issue in the EUPAN: what is the ambition of the work? Operational plan/ work programme: steps to achieve the vision. IPSG Meeting 16, 17 July - Lisbon

5 What is missing in the doc “7 steps”?
CITIZEN CHARTER Discuss on a work programme for the development of the Practitioners Guide on Citizen Charter. To prepare the Practitioners Guide Netherlands will ask IPSG members by What is missing in the doc “7 steps”? Suggestions for the structure of the document. 10 September is the final date. Portugal, Netherlands and Germany will work together and agree, before the next meeting, on the final layout for the “7 steps” document. IPSG Meeting 16, 17 July - Lisbon

6 Report on CAF activities by EIPA
Report on CAF Event by EIPA and Portugal APPROVED - the mandate for the CAF Network to develop a memorandum of understanding with EFQM focused on recognition. APPROVED - the EIPA proposal: communication on the CAF activities just one time for each Presidency, on the second meeting, except if there are urgent issues to discuss. 7 Finland presented the draft of the Handbook.
WORKING METHODS & EUPAN HANDBOOK Finland presented the draft of the Handbook. Portugal proposes to finish the Handbook during the Portuguese Presidency. APPROVED - the Portuguese proposal to include on the next Troika meeting Agenda (30 July) the proposal of extending to all EUPAN network the following rules and working methods: The Handbook (draft by Finland and to be finished by Portugal); In each EUPAN WG meeting representatives of the others WG should participate (perspective to be included on the Handbook); One Newsletter by each Presidency. New look of newsletter will be proposed by Portugal; WG information, practices cases with links for the organisations and other outputs of the EUPAN WG on the EUPAN site. 8 The IPSG members will be asked to give suggestions.
WORKING METHODS & LEARNING GROUPS Portugal proposed for discussion the development of Learning Groups to share practices on specific themes and to develop new projects based on common interests of a set of countries. Agenda Item Actions PRACTICE CASE EGOV Anabela Pedroso from the Agency for the Public Services Reform presented “The Portuguese strategy for e-Gov: Placing the citizen in the centre of modern and changed Public Administration”. PRACTICE CASE SIMPLEX Paulo Henriques from the Office of the Secretary of State for Administrative Modernisation presented the Administrative and Legislative Simplification Programme (SIMPLEX) and the modernisation initiatives linked with the enterprise life cycle”. 10 Information & Sharing Knowledge
Agenda Item Actions Information RESULTS OF THE DG AND MINISTERS MEETING IN BERLIN Germany informed about the DG meeting in Berlin (June). Comments about what was said in the DG meeting: IPSG was considered one of the most productive groups of EUPAN. e-Gov WG eventual changes should not lost knowledge acquired and network. The time for discussing CAF in IPSG meetings should be limited. Productivity of EUPAN was mention by several DG’s. New structure of cooperation and new methodology of the EUPAN functioning should have an impact on the work programme and on the MTP. IPSG have to show the benefits of CAF so the other PA uses the CAF. IPSG Meeting 16, 17 July - Lisbon
