AQUILA - Network of Air Quality Reference Laboratories “12 items” for the review plus further guidance on AEI and siting/classification/representativeness

3 Items 1-3 (12) Roles and responsibilities of NRLs: clearer and more detailed description of roles and responsibilities of NRL’s is strongly recommended (Accreditation, participation to QA/QC, need for appointment, support to AQUILA, etc) Intercomparison exercises: need for audit/equivalence/intercomparison at MS level, clarify participation of NRLs to JRC QA/QC programmes, how to deal with unsatisfactory results Type approval of instruments: reconsider meaning, intention and interpretation of type approval, equivalence and mutual acceptance of test reports 3 – art3 In particular for different structure, centralised , federal, one institute for every thing Required: An item on the validity of modelling results should be added, The wording about Community-wide quality assurance programmes should be modified. Requirements for quality assurance programmes on the national should be added. National Reference Laboratories are introduced and defined more explicitly. Annex 1 – C , It should be made clear that MS must appoint NRLs for all the regulated air pollutants. It should be clarified that NRL’s shall be accredited according to ISO/IEC 17025: Considering that a large number of NRL’s is not accredited according to ISO/IEC 17025:2005 yet and that such an accreditation is not fully mandatory according to the current Directive an appropriate period of time after publication of the revised Directive should be specified for a MS to fully comply with this requirement. It should be made clear that an accreditation according to ISO/IEC 17025:2005 is only required for those scientific and technical tasks that the NRL is involved in. A link to the new standard ISO/IEC 17043:2010 (conformity assessment - general requirements for proficiency testing) should be established for those nrls that organise inter-laboratory comparisons on the national level. In addition, a new (fifth) bullet point is proposed in order to establish the support of the AQUILA network by the National Reference Laboratories 14 April 2019

Items 7-9 (12) Mercury and other metals: Reference to EN standards to be included, TGM target value helpful, Hg in PM?, allow for composite and sub-sampling EC/OC: Welcoming mandate/validation/standardisation, “Total Carbon shall be reported as subdivided into categories including OC and EC, using methods to be reported by Member States.” Average Exposure Indicator: Detailed guidance prepared by AQUILA on siting and calculation (if not covered by IPR), Table of Annex XIV (Section B) has ambiguous requirements on Exposure Reduction Target Relative to the AEI in 2010 14 April 2019

6 Deposition: EN standards: PAHs:
Items (12) Deposition: EN standards on deposition measurements need to be included, time coverage and target value should be included, establish more commonalities with EMEP strategy EN standards: Review uncertainty definition in Directives, suggestion on reference to EN standards for gaseous and particulate pollutants (concentration and deposition) PAHs: Include reference to EN for BaP, and EN for 7 PAHs, target value needs additional significant decimal, allow for sub-sampling, do not include ozone scrubbers (not to be changed, just warning) 14 April 2019
