Wheeling Rates Edits Anders Johnson, BPA: Hurdle rates representing the variable cost of transmitting power between balancing authorities within the Pacific Northwest should be estimated as $0/MWh in the GridView case. The reason is that transmission wheeling charges for transactions within the Pacific Northwest represent fixed cost of this transmission capacity is reserved under long term contracts with take or pay provisions. Power marketing activity in the Pacific Northwest is commonly conducted through bilateral transactions involving liquid market hubs such as Mid-Columbia Western Electricity Coordinating Council
