Update on Special Education Program Review Committee
Presented to Shoreline SNPTSA January 22, 2018

Committee Charge Background
During the school year, the Shoreline School District contracted with the American Institutes for Research (AIR) to conduct a third-party, independent Special Education Program Review. AIR conducted this review over an 8-month period between January 2018 and August The purpose of this review was to gather and analyze staff and parent perceptions about the quality of special education services, processes, and procedures and offer recommendations for addressing identified concerns. AIR gathered data from multiple sources including (a) extant data on student performance, special education identification and placement, and staffing; (b) an AIR-administered survey made available to all school staff; (c) an AIR-administered survey made available to all parents, in both English and Spanish; and (d) interviews and focus groups with the special education director, school principals, general and special education staff, parents of special education students, and special education students. AIR identified six results related to staffing, professional development (PD), student placement, inclusion and instruction, tiered systems of support, and communication and four major recommendations for improving supports and outcomes for struggling students and students with disabilities in Shoreline Schools.

Charge: Statement of Purpose
The broad-based and inclusive group of parent, community and staff members of this committee will make recommendations to the Superintendent and her cabinet specific to the following in meeting the needs of students with disabilities in the Shoreline School District: Developing a strategic plan to improve communication, staffing, instructional practices and placement process for students receiving transition services through the Transition Plan component of the IEP (Individual Education Plan) Increasing capacity of general and special educators to effectively include students with disabilities in the general education instruction, to the extent appropriate, and in the school community Developing clearly written guidance and resources in high needs areas that are easily accessible to the intended user (i.e. parents/guardians and school staff) Exploring the ratio of staff to students eligible for special education services in both general and special education classroom settings and how staff roles and responsibilities are allocated

Charge: What will they use to inform the work?
Through this work, the Committee is asked to reflect on the district’s current teaching practices and learning environment, student outcomes and best practices for inclusive education in order to comprehensively approach the systems level change that integrates all four recommendations. In making recommendations, the Committee will be asked to develop recommendations that are informed by information such as: The Instructional Strategic Plan The District’s Race and Equity Policy Shoreline Early Learning Board Approved Recommendations AIR Shoreline Special education Program Review State and Federal Laws governing special education OSPI Priorities for Improving Outcomes for Students with Disabilities Best practices in the field of special education CEE (Center for Educational Effectiveness) survey
