Introduction Guidelines offer recommendations for methodology and design: For regular NTS execution To help guarantee quality and validity of collected data Based on definitions of indicators (cfr. item 4.1) To streamline (post) harmonisation Should be considered As a starting point for countries without a proper NTS As a reference point for countries with existing NTS with respect to quality & content In light of practical and national considerations for NTS execution Not a “holy book”, but a guideline to get started and to improve the comparability of results TF Passenger Mobility 21 May 2015

4 Reference population & sampling
Reference population = country population Mobility data collected from “mobile population”  reference population Sampling frame & method Frame: source population for subset: voting registers, census info, postal information, etc. Avoid bias! Method: probability (random, stratified, systematic) or non-probability (quota, convenience, judgment) Sample size determines margin of error & confidence level Suggested values: Margin of error:  5% Confidence level: 95% TF Passenger Mobility 21 May 2015
