What's the Best Practice context for the long list of new federal initiatives around security and efficiency (e.g., Operation Safe Commerce Pilot Program, the status of the Transportation Workers Identification Credential, DHS Security Strategy, Critical Infrastructure Security; Air Cargo Security Policies, the VISIT Program, the 24-hour Manifest rule, the Customs Trade Partnership Against Terrorism)? This discussion will look at global transportation security and efficiency from a number of vantage points: What forces are most influential in driving mandates and business cases for action in security-related activity? What are the key strategies guiding public and private investment in programs designed to improve transportation security and efficiency? What new competencies or enabling capabilities are required to implement those strategies?
