2 WHO Health in Prisons Programme (HIPP)
Aim: ‘to support Member States in improving public health by addressing health and health care in prisons, and to facilitate the links between prison health and public health systems both at national and international levels’ 53 MS in Region, 44 MS actively involved.

Annual planning and evaluation of the Health in Prison Programme/Initiative Provide advise on technical issues of importance to the programme Oversee the collection of data through the national minimum public health dataset on prisons and health Building and expanding partnerships and resource mobilization initiatives Enhance synergies between the involved members. Organising an annual meeting Also international partners in our network for prison and health. Most are international organizations within the European Region. One outside European Region: American Public Health Association. To increase collaboration and spread our work across the borders of the European Region. Also close links with ICPA.

5 Recent activities 2017 International meeting in Lisbon
Theme was substance misuse among prisoners Lisbon Declaration call to action to recognize prisons as important settings in which to address health inequalities Data collection for the minimum public health dataset Launching of the Health in Prisons European Database (HIPED) Update of the partnership platform WEPHREN collaboration

6 HIPED HIPED currently covers the 41 European Member States  that participated in the national  questionnaire for the minimum public health dataset for prisons in 2016–2017. The database HIPED is the first comprehensive database covering indicators of health and the organization and mechanisms in which prisons health care operate.

7 HIPED The process has highlighted
many areas where a substantial amount of Member States does not have data available Need to allocate resources into establishing reporting system on health related indicators - key to underpin adequate responses to reduce health problems amongst prisoners.

8 HIPED Main results so far:
Country profiles have been developed and validated by Member States, and will be published in late 2018. A Status Report on Prisons Health will be developed and published in 2018, providing an analysis of the data collected and policy recommendations for Member States.

Proposal for strategic directions(HIPP) Comprehensiveness Visibility Expansion Action plan for the HIPP as a mean of creating sustainability for the work already developed and for mobilizing resources from potential donors

The Action Plan comprises six main areas for the reorientation, consolidation, and possible expansion of the WHO/EURO Health in Prisons Project (HIPP) in the period , each of them constituting a specific objective

The areas are: Promote intersectoral and sectoral advocacy, policy developments and legislation to improve prisons health Strengthen the interface between prisons health systems and the wider national health systems Supporting evidence-based knowledge management practices on prisons health

Foster capacity building processes in Member States in prisons health Expanding the reach of the WHO/EURO HIPP to other WHO Regions and eventually to the Global Level Building alliances among key stakeholders and mobilizing resources to secure sustainability
