5 Standardisation processes
NATIONAL LAYER National moderation training for KS1 & KS2 was ‘to address concerns from schools that LAs were too reliant on local interpretations of national standards’ All moderators have to have passed the standard. NORTH WEST LAYER Considerable work across the NW region to reduce potential for variation and interpretation. CHESHIRE EAST LAYER Cluster processes – events and promoting cluster reps

Consultation on Primary Assessment – no news Emphasis on ‘Video clarification’ – e.g. GD and shifts in formality ’ Issues around ‘no view’ Acknowledge communication has been poor Believe that less grey and more black and white Delays have been to prioritise standardisation of moderators. Establishing a formalised LA reference group ‘Trusting professionals to be professional’

7 NW learning from yesterday …
Cluster model evident in most Authorities LAs are happy to share approaches/documents/training materials – start of NW standardisation process. Release of STA materials not happened consistently across region. Moderators are often a combination of LA commissioned staff who undertake formal moderation role alongside other private work. Are most NW LAs committed to improving consistency ? YES

8 Cheshire East Mike Harris Slides as presented at Exec and shared out via Monday message capture a lot of the detail. 233 teachers (89%) have attended training Feedback from training – very positive 21 ‘lead teachers’ trained to assist with moderation through clusters. THESE CLUSTER REPS CRUCIAL TO NEXT STAGE

9 Cheshire East 2016 : 75% of schools submitted their own data
In 80% of the rest, data was verified or increased as a result of LA external moderation Majority of schools took cautious approach. 2017 : Proposal to let 75% of schools know on/around 19th May that they will not be part of the 2017 moderation cycle. All schools should apply the national criteria and report with increased confidence. Will we therefore have better outcomes in CE in 2017 ?

We have all learnt from last year Another year of T&L of new curriculum Pupils exposed longer to new curriculum and expectations Staff/HT greater exposure to expectations Training – new cluster approach – very positive feedback from Year 6 Teachers Consistency of Message Greater time to implement changes to T&L & assessments Further opportunities to use STA materials

12 So in summary …… STA exemplification commentaries cite what children can do. Schools should identify what their children can do. Use increased confidence to move forward - teachers are better equipped to make adjustments to be secure in judgements. TIME now to further support our cluster process BUT we need to plan this now. Planning & Shaping of process continues for 2018. Trusting professionals to be professional’

15 What has the LA/ECAPH done since November 2016?
Following the initial meeting of Headteacher and ECAPH representative in November 2017: The ECAPH/LA Assessment Steering Group agreed to: work locally to improve cluster moderation: provide diagnostic moderation sessions for Y2 & Y6 teachers to clarify misconceptions and focus on next steps for learning work across the NW to ensure LA moderators are working consistently with one another

16 Work locally to improve cluster moderation:
In January, 21 cluster representatives received further training on aspects of the interim assessment framework so that they could ensure consistent application of the standard in future ECAPH cluster meetings. These teachers have now met with their associated clusters and aspects of local moderation are now complete: Next Steps: - feedback is required to determine how this group is maintained and developed. Do we need network meetings across the local moderation teams?

17 Provide diagnostic writing moderation sessions for Y2 & Y6 teachers
233 Y2 and Y6 teachers from 89% of schools attended diagnostic moderation in February. 30 schools did not attend; some are members of St Bart’s, some organised their own training. This is not an issue in principle however it does mean that there may be some inconsistency – although it may indicate differences between providers. ?? Feedback from training has been evaluated and is overwhelmingly positive. (See attached sheet)

18 Ensuring quality : This year, all moderators are required to take and pass an online standardisation exercise to ensure quality control. Moderators not passing the test will not be permitted to moderate. All KS1 & KS2 moderators will be trained by the lead moderator who has already successfully passed standardisation.
