Removal of “availability data” references New tone of self-assessment and self-accountability Lengthens the term from 1 to 2 years for an interim administrative position Interims positions must be filled through regular or in-house searches that include EEO responsibilities Provides more suggestions on how to demonstrate efforts on hiring and retaining a diverse workforce

5 53412 – MQs for Noncredit Faculty
Resolution pending this spring to remove the MQs from Title 5 and move to the Disciplines List Support from noncredit faculty and HR directors New format of the Disciplines List will make it relatively easy to incorporate noncredit

6 55003 – Prerequisites Removes requirement for data analysis for English or mathematics prerequisites on courses outside these disciplines. Content review is the only requirement for validition Prerequisites continue to need review every 6 years or 2 years if vocational courses/programs Must monitor student equity in applying prerequisites Must apply multiple measures when using assessment/placement tests for meeting prereqs

7 55035 – Remedial Coursework 30 unit limit for basic skills instruction
ESL is exempt from the 30 unit limit Need to update because: Use of the word “remedial” is problematic Students are officially banished to adult school or noncredit when they reach 30 unit limit Confusing and hard to interpret SACC to investigate

8 55047 – Noncredit Repetition
Added definitions of Repetition Re-enrollment Multiple Enrollments Requires Boards of Trustees to establish policies and procedures pertaining to these three areas.

9 55063 – Minimum Requirements for the Associate Degree
Pending outcomes of resolutions this spring

10 55152 – Short Term Vocational Programs - noncredit
Currently, there is 288 hour minimum for enhanced funding Researching why “288” and if another number of hours makes sense Proposal to increase the number of hours required for these programs

11 57030-57037 – Lab Space Allocation
Regs are over 40 years old Were designed to be temporary at the time There is interest in removing the specifics within the regs and replacing them with separate guidelines There is support in various pockets of the system for change

12 What needs to change? MQs
Clarification about whether there can be an equivalency to the associate degree for minimum qualifications Adding pedagogical training as a minimum qualification

13 What needs to change? How we approach the 50% law
Change or abolish the percentage Counselor : student ratio Change overall funding formula to create incentives to hire more counselors (more than just Title 5)

14 What needs to change? Language that actually moves the System forward in increasing the percentage of courses taught by full time faculty Legislation that removes the Department of Finance’s ability to determine what is an “unfunded mandate” in Title 5 or not Reduction in regulations overall
