2. Scope White Paper
White Paper is a follow-up of the Green Paper COM(2007)354
White Paper will be accompanied by an Impact Assessment
White Paper will focus on added value of action at EU level,
complementing national and regional adaptation strategies
White Paper will establish a cross-cutting policy framework
Working with Member States
Working with private sector
White Paper will propose no-regret actions

3. White Paper - Actions Publication foreseen early 2009
Assessment of no-regret measures is based on principles
Actions will focus on
Human Capital – e.g. awareness raising, capacity building, research
Green Infrastructure – e.g. working with nature, land use and management, forestry, improve Common Agriculture Policy and Common Fisheries Policy
Grey Infrastructure – e.g. climate proofing existing and future infrastructure
White Paper addresses actions related to the external dimension
White Paper addresses funding and various financing tools
Publication foreseen early 2009

4. Other activities related to adaptation
Establishment of Clearinghouse on climate change impacts, vulnerability and adaptation
Study on how to account for adaptation to climate change
Development of vulnerability index
Development of guidance on regional adaptation plans
