Background
In FILS scenario, there maybe a lot of mobile stations trying to access to the network simultaneously, if there is no access control, the resources of the network would be exhausted and hence all the user experience would be affected.

Access control in FILS
In ai management frames (e.g: beacon, probe response , GAS) carry the network load information:
E.g. the congestion information of the AP; The available bandwidth information etc.
STAs can based on those information to determine which AP it wants to associate
