1. Andrew Jackson and States’ Rights

2. The Tariff of 1828 Passed by Congress in May 1828.
Northern factories were going out of business because of foreign competition.
The tariff taxes imports,
and protects the factories.

3. Different Reactions The tariff was welcomed in the North.
Made imports more expensive than U.S.-made goods.
It infuriated the South.
Made it more difficult and expensive for Britain to buy Southern cotton.

4. In South Carolina… State leaders demanded the tariff be repealed.
They threatened to secede if nothing was done.
John C. Calhoun called for nullification:
States can reject laws they think are
unconstitutional.
Calhoun is the Vice President!

5. The Nullification Crisis
Southerners support states’ rights and want Jackson to back them.
Jackson disagrees, and gets Congress to lower the tariff.
SC still refuses to accept it,
and threatens war.

6. Jackson Strikes Back
Jackson convinces Congress to pass the Force Bill:
The President can use the military to force states to pay the tariff.
No other states support South Carolina.
Henry Clay creates a compromise
tariff, and S. Carolina accepts it.
