3 1| A strong long-term vision
Flanders’ first strategy on sustainable development dates back to 2006 The strategy was updated and renewed every five years In 2016 the strategy was incorporated in an overall vision for Flanders Vision 2050

4 Vision 2050 A long-term strategy for Flanders
Presented in March 2016 by the Government of Flanders This forward-looking policy document sets out a vision for an inclusive, open, resilient and internationally connected region that creates prosperity and well-being for its citizens in a smart, innovative and sustainable manner

Has sustainable development as guiding principle Subscribes and is linked to the 17 SDG’s Came to light in cooperation with the stakeholders

Seven transition priorities were set to realise Visie 2050 Circular economy Smart Living Industry 4.0 Lifelong-learning and a dynamic professional career Care and living together in 2050 Transport and mobility Energy

Governance model Based on principles of transition management Governance model includes Responsible ministers Transition managers Stakeholders (outside the government) Transition space Transition platform

9 Focus 2030: the process Analysis of existing objectives for 2030 (based on screening of policy plans and documents, studies, …) & mapping them to the SDG-framework Definition of new objectives & actualisation of some existing Collaboration between the political level (government) and the administration in all policy domains First approval by the Government of Flanders in March 2018

10 Focus 2030: the process Official request for advice of the Strategic Advisory Councils Adjustment of the 2030 objectives at the political level Preparation of a set of indicators Collaboration between the administration in all policy domains and the political level With the advice and quality assurance of Statistics Flanders Finalised 2030 objectives and associated indicators expected this year

Analysis of the gaps to target Comparison with the state-of-play Objectives achieved by 2030 in a business-as-usual scenario Objectives with a large gap to target Top-down approach Using the results of the pilot studies of the OECD and the UN Voluntary National Review Bottom-up approach Using available objective information from knowledge institutions and monitoring and reporting bodies Combination gives robust gaps to target

Focus on objectives with a large gap to target Execution of remedial actions is significant part of the actual implementation of the SDGs and Focus 2030 Interrelation between the goals calls for new governance model Shared but clear responsibilities Cooperation and coordination within the public services Consultation of stakeholders and the societal pentagon

13 Endorsing good practices
Seven transition priorities were set to realise Vision 2050 The transition priorities are linked to the 2030 Agenda for Sustainable Development and can accelerate its completion The transition priorities and the governance model put into place to realise them are good practices A network governance based on co-production, co-creation and partnership A clear underlying political system and clear responsibilities A system approach which facilitates system innovation Small delivery units as backbone of the actual organisation

14 Development of an adapted monitoring and reporting system
4| Monitoring (to be) Development of an adapted monitoring and reporting system Flanders contributes to the UN monitoring and reporting system In 2017 Flanders has contributed to a Voluntary National Review, an in-depth report drawn up about progress and challenges A Flemish set of indicators to monitor the implementation of Focus 2030 is under development, using the UN and EUROSTAT frameworks as inspiration source

15 5| Integration in public institutions
Leading by example: the SDGs will be integrated in the internal operation and management of Flemish public institutions A number of good practices and actions are already in place Integration in all-embracing SDG framework is needed The first step is raising awareness and give training Generic workshops for all civil servants Specific workshops for management and executive boards Tailored roadmaps and SDG instruments will be developed and existing management and reporting instruments will be adapted

16 6| Enhancement of stakeholder management
The scope and complexity of the SDGs ask for active participation of the stakeholders Multi-actor governance with shared responsibilities Involvement, transparency, co-creation and interaction between the public and private partners Stakeholder management will be enhanced Sharing of good practices and tuning of approaches Working together towards recognisable approaches and communication Needs for support will be identified and horizontal partnerships will be stimulated

17 7| Cooperation with cities & municipalities
Cities and municipalities will play an important role in the implementation of the 2030 Agenda for Sustainable Development Collaboration between Flanders and the cities and municipalities is important The Association of Flemish cities and municipalities is a privileged partner Preparation of an SDG-pact for the implementation of the subjectives
