3. 1. DEVELOPMENT OF THE NATIONAL YOUTH POLICY

4. 1.1 YOUTH POLICY REVIEW
Objective of youth policy: Providing country approach on integrated sustainable youth development, outlining targeted approaches on essential developmental areas for the country’s youth.
National youth policy review convention – Integrated Youth Development Strategy developed and submitted to Cabinet
NYP Base Document - Research on previous youth development interventions, challenges that continue to persist amongst the youth and further interventions that could be undertaken to better enhance the status of the youth
April 2007, Draft 1 National Youth Policy Produced

Draft Policy currently being reviewed as per submissions received from government and other stakeholders with intention of submitting to govt early in NYC also in process of developing an implementation plan to this policy and setting up M&E tools within the institution to assist with tracking implementation of policy in the country

Appointment of Parliamentary Officer : May 2006
Submissions made to following parliamentary processes: Review of Equality Act; Prevention of and Treatment for Substance Abuse Bill; Youth Unemployment Hearings
Assisted in Co-ordination of National Youth Parliament 2006
Currently strengthening the Parliamentary Office to enhance the lobbying and advocacy role of the NYC

8. 2.1 KEY RESEARCH WORK AND IMPACT
Audit Report: The Establishment of Youth Directorates by Govt Depts
Purpose of youth directorates to assist in guiding implementation of National Youth Policy within departments
Cabinet Pronouncement on the establishment of Youth Directorates in all Depts (get actual date of pronouncement)
Poor Compliance From Depts; only 5 Depts have established youth directorates (Land Affairs; DPLG; Public Works; Science and Technology and Social Development)

2.1.2 Local Government Research: Institutionalisation of Youth Development at Local Govt Level
Purpose: assess the extent of the establishment of local youth units at municipalities
Less than 50% municipalities have established local youth units
Inadequate Political will for the establishment of Local Youth Units
Insufficient Implementation of Youth Development Programmes at municipal level
Since publishing of document, extensive strides to enhance the institutionalisation of youth development at local level have been undertaken, greater expansion on the local programme of the NYC to be undertaken later in the presentation
2.1.3 Research Collaborations
In conjunction with Youth Desk in Presidency, we had collaborations with HSRC
State of Youth Development in the Country
State of Youth Development Research Report, mid term assessment of youth development conducted by HSRC. Largely conducted a literature review on persisting challenges for the country’s youth since the first status of the youth report published in 2003.

11. 3.1 NATIONAL GOVERMENT
INTER-DEPARTMENTAL COMMITTEE ON YOUTH AFFAIRS
Co-ordinating tool of youth development activities within government
Invitations distributed to all Government Departments
Challenge: Poor attendance by departments and assignment of junior officials and interns with no decision making capabilities within departments to attend these meetings.
Justice and Security Cluster: Lobbied and advocated for representation and participation in Central Drug Authority
Participating and chairing the steering committee of the Ke Moja Campaign
Social Cluster
Represented in Social Cluster activities
Making inputs on government programmes and policies presented at cluster level ensuring that cluster implements programmes sensitive to challenges faced by youth
Key outputs: Cluster POA outlining the need for the strategic location of youth development resulting in direct accountability by DG on delivery
NYS prioritisation and massification- set targets NYS announced in SoNA 2007
Reference Committee: Resolution of Local Government Conference of 2006 hosted in Cape Town

12. 3.2 Provincial and Municipal Co-ordination:
Youth Commission Chairpersons Forum, promoting uniformity of approach for all youth commissions in all 9 provinces, co-ordination of projects being rolled out across all 9 provinces
Local Government Reference Committee; comprised of experts on local government operations, advising NYC on local government strategy for youth development in the country. NYC lobbying for implementation of strategy in municipalities across the country.
3.3 Chapter 9 and related Institutions: Initiated relations with Chapter 9 institutions and working on establishing partnerships. Long standing partnership with IEC in promoting civic participation of youth.

13. 3.4 Social Partners: Signed MOU’s with several partners.
Aim: foster working relations on common projects such as Capacity Building, Youth Health, and NYS.
Current Partners: Love Life; Highbury Safika; Productivity SA and Human Sciences Research Council (HSRC)

Celebrated the 30th anniversary of June 16 Youth Rally
Published a book called Our Youth for Life-documented the trajectory of Youth Development for the past 30 years
Had an NYS expo- more depts came on board to upscale projects to NYS

17. 5.1. NATIONAL YOUTH SERVICE (NYS)
Implementation of programme conducted through NYSU located at UYF
Role of NYC - lobby and advocate for up scaling of NYS programmes in the country; monitor implementation and drive the Communications strategy for NYS
Establishment of the IMC and NSC & PSC to ensure co-ordination
Capacity building for PYCs
Housing Project (pilots) – viz: Diepsloot, Bela – Bela and Moses Kotane led to the roll out being implemented in the current financial year
NYS Expo during youth month
Key Achievements: NYS Volunteers Campaign with registered youth

18. 5.2. LOCAL GOVERNMENT PROGRAMME
Research Study on Institutionalisation of youth Development at Local government developed in partnership with Flemish government
Hosted 2nd National Local Government Conference
Resolutions; development of local government strategy for youth development at local level and formulation of reference committee to advise and oversee the implementation of the strategy
Capacity Building Program
16 Young people participated in the capacity building program to Belgium
Participants expected to impart knowledge learnt in their local youth work

19. 5.3. YOUTH ENTERPRISE STRATEGY
Promoting youth owned and managed enterprises
Provide structure for sectors involved in youth enterprise promotion
UYF overseeing implementation of strategy
5.4. YOUTH ENTERPRISE CAMPAIGN 2010
Partnership btw NYC, UYF, NAFCOC Youth, SAYCC and CAYC.
Lobby and advocate for a conducive environment and opportunities for youth-owned enterprises within the context of 2010 Soccer World cup

20. 6. UPDATE ON WORK BY PYC’S

21. Provincial Reports
Establishment of Provincial Youth Commissions all Provinces
( Gauteng).
Improve on communication btw PYC’s and key stakeholders
IDC meetings convened at Provincial Level but similar challenges to that of national IDC
Successful hosting of 30th anniversary of June 16 in all provinces.
Roll out of NYS in all provinces through lobbying by PYC’s and close monitoring of these projects
Enhanced research capacity and updated data released
Free State Youth Commission have also partnered with the Umsobomvu Youth Fund in ensuring that some of the research assignments are achieved.
The completion of two research reports by the Youth Research Unit on Substance abuse and Best practice models in youth development, June The aim of the study on substance abuse was to establish the extent to which the young people in the province are involved in the abuse and misuse of substance, and also the reasons for such behaviour. This is an example of key output of this initiative.
The hosting of the Basha Arts Festival in partnership with PACOFS and the Department of Sports, Arts and Culture. This festival focuses on the development of arts among youth and serves, as the platform for 1st entry for many young would be artists, July 2006.
The launch of a National Youth Service Programme in construction of houses, in partnership with the department of Local government and Housing, the programme targets 500 young people across the province to build 500 houses, 100 houses in each of the 5 districts of the province.
The launch of the National Youth Service programme in Home Community Based Care, in partnership with the departments of Health and Social Development, and National Youth Service Unit, the programme is implemented in three districts, Thabo Mofutsanyana, Lejweleputswa, and Xhariep.
100 young people were involved in the conservation and Tourism NYS Project in Mpumalanga.

22. PYC REPORT CONT….
Improved coordination of development oriented programmes aimed at enhancing youth economic participation
The period recorded extensive support by the PYC on the establishment of the Local Youth Units in a number of Municipalities
The signing of the Memorandum of Understanding between the Free State Development Corporation and the Usobomvu Youth Fund, for implementation of the Provincial Youth Fund for Young Entrepreneurs. This fund will benefit youth and apply a youth friendly criteria and invest in the human capital of youth of the Free State, January 2007.
Western Cape, Mpumalanga, and Eastern Cape have achieved aover 80% in the establishment of the Local Youth Units at a local government level

GOING CONCERN
As stated in the financial statements, management is in the process of establishing potential savings from it’s allocated budget for the 2007/08 year to try and ensure that the entity continues as a going concern

Disciplinary proceedings will be taken against the implicated officials.
