3 How to Head a Resolution
At the top of a draft resolution (one which has yet to be passed), delegates should write “Sponsors:”, and then list all of the sponsors. A sponsor is a delegate who helped to write the resolution. Sponsors must be named by country. Under the sponsors write “Signatories:” and then list all of the signatories. A signatory is a country that would like to see the resolution debated in committee; signatories need not necessarily support the resolution’s content. Under the list of signatories, write the topic that is being debated, and under the topic write your committee’s name, then a comma. Now you are ready to begin the preambulatory clauses.

4 Preambulatory Clauses
The preamble of a draft resolution states the reasons for which the committee is addressing the topic and highlights past international action on the issue. Each clause begins with a present participle (called a preambulatory phrase) and ends with a comma. Preambulatory clauses can include: “Recognizing the efforts of past bodies to correct the issue,”

Here’s an example of a preambulatory clause: “Bearing in mind that African countries have primary responsibility for their own economic and social development and that the role of national policies and development strategies cannot be overemphasized, and bearing in mind also the need for their development efforts to be supported by an enabling international economic environment, and in this regard recalling the support given by the International Conference on Financing for Development to the New Partnership,” Example Introductory Phrases Affirming, Alarmed by, Approving, Aware of, Bearing in mind, Confident, Declaring, Emphasizing, Recalling, Recognizing, Reaffirming The Rest are located here.

6 OPERATIVE CLAUSES Clauses that offers solutions to issues that the committee is addressing Action oriented clauses: Underlined verb at start Followed by a proposed solution Clauses are numbered Subclauses are (a, b, c, and sub sub clauses are i, ii, iii,...) Do not alphabetize a subclause if there is only subclause. Clauses end in a semicolon Clauses should support one another in building your overall solution. Fine details are a must if you want a good clause.

Start by identifying key problems facing the committee and develop solutions to them. Know your position before writing and supporting a clause. Build on existing policies and agencies to solve problems. NGOs are your friend. Detail! “Pre-written Clauses”

16 Activity: Multi-Week Challenge
Get into groups of 5. No two same color of hat are allowed in the same group. No Groups of all beginners and no groups of all returners. I will give you a topic and then in your group you will write 1-3 clauses each. Matt, Hanna, and I will be hovering around to help. Have at least 1 preambulatory clause. Next week we will take our resolutions and go through Q&A sessions with it. Following that we will merge. Put your names on your paper and title your paper then hand them to me when the meeting is over. Take a picture of your resolution to help remember what the clauses are.

A recent historic financial crash in Mexico has resulted in a mass exodus across the Rio Grande into Southern Texas. The Governor of Texas, Jerry Jones, has declared a state of emergency to help the refugees. President Elizabeth Warren has dispatched the National Guard to aid Texas and the refugees. Refugees are congregating around the border near McAllen, Texas on the US side. 30,000 refugees are already in the US and more are coming over the river every day. You will act as Texan and Federal Administrators tasked with solving this issue.
