History of Corrections Officers Training Act
Professionalism is defined as “the standards, views, and behavior of one who engages in an activity, to make his or her livelihood”.

History of Local Corrections Officers Training Act
In 2003 two laws were enacted by the Michigan Legislature which established training standards and a funding mechanism for Local Corrections Officers in the State of Michigan. These laws were designed to create professionalism in the field of local corrections by establishing education and training standards.

History of Corrections Officers Training Act
MSCTC is NOT a division of the MSA The first law was P.A. 124 of 2003 This act established that: A person admitted into a county jail shall pay a $ booking fee. The first $2.00 of the fee shall be submitted to the Michigan Coordinating and Training Fund to establish the Local Corrections Officers Training Fund. $10.00 may be kept by the county in a separate, segregated fund to be used as specified in the Act, as long as that county is meeting all the requirements of the Act.

P.A. 124 continued Establishes that Sheriffs offices must “meet or exceed” the training standards set forth by the MSCTC Establishes that an individual that fails to pay the $12.00 booking fee shall be subject to a civil infraction of $100.00 Establishes that an individual not prosecuted may get a refund of the $12.00 booking fee Establishes that this is a mandatory act, NOT optional, and every county jail must comply

P.A. 125 of 2003 Commonly known as the “local corrections officer training act” Establishes the CEO/Executive Secretary Position, the Training Council and the Advisory Board Also establishes length of terms and make up of both the Advisory Board and the Training Council Defines “Local Corrections Officer” as “any person employed by a county sheriff in a local correctional facility as a corrections officer or that person’s supervisor or administrator.”

P.A. 125 – Role of Executive Secretary
Defined as “The chief executive officer of the office is the executive secretary, who shall be appointed by the council and who shall hold office at the pleasure of the council. The executive secretary shall perform the functions and duties as may be assigned by the council. The council may employ other persons as it considers necessary to implement the intent and purpose of this act.”

P.A. 125 – Advisory Board A 9 member Board that consists of : 3 members of D.S.A.M, 3 members of MSA, 1 member of F.O.P, 1 member of P.O.A.M, and 1 member of M.A.C. The Board is charged with developing and recommending minimum standards and requirements for local corrections officers, and subsequently submitting those recommendations to the Council for consideration/approval As necessary, the Board also submits updates to the Council for review on training statistics and standards

P.A. 125 – Training Council The Training Council is a 7 member Council which consists of: 4 members of the M.S.A. including the President of the M.S.A, 2 members of D.S.A.M, and 1 member of the Jail Administrators Committee of the M.S.A. In addition to the President of MSA ,the three other Sheriffs who serve on the Council are selected based on the following population groups: County with a population of under 100,000 County with a population of 100,000 t0 400,000 County with a population of more than 400,000 The Council is required to meet at least 4 times per year The Council is subject to the Open Meetings Act Responsible for adopting Minimum Hiring/Certification/Re- Certification Standards for Local Corrections Officers

How to Use Booking Fee Revenue Retained by a County
Two items should always be considered by Sheriffs when discussing how to utilize the $10.00 portion of Booking Fee revenue retained by the county: 1) Is there a nexus (link or connection) to Corrections Officer training? 2) Would the expenditure be defendable if subjected to an audit from the Michigan Department of Treasury? NOTE: Each county is strongly encouraged to discuss these issues with their Corporate Counsel prior to making any expenditures.

Local Corrections Officers Standards
Must complete 160 hour training academy no later than 12 months after being employed as a local corrections officer (This includes full and part time officers) Must pass a Written Exam for Corrections Officers BEFORE Being Hired Must pass the MSCTC approved Physical Abilities Test (LCOPAT) BEFORE Being Hired Must pass Mental Evaluation After Conditional Offer of Employment Must be a U.S. Citizen Must be at least 18 years of age High School diploma or GED Must have no felony convictions Must complete at least 20 hours of annual In-Service Training after being hired

Minimum of 20 hours of training per year in 3 separate disciplines: (firearms limited to 10 hrs./yr.) Blood Borne/Airborne Pathogens Bomb Threat Cell Extraction Chemical Agents Computer Training CPR/First Aid Correctional Law Corrections Staff Management/Supervisory Training CTO Training Cultural Diversity Custody & Security Danger Zone Defensive Tactics Defensive Tactics Direct Supervision Concepts Disaster Plan Training Driver Training (Approved 5/19/2010) Drug Recognition (Approved 2/20/09) Electronic Control Devices Ethics Evidence Technician/Collection Firearms (Max. of 10 hours per year) Fire Safety

Local Correctional Officers Tracking System (L.C.O.T.S.)
Assigns a Local Corrections Officers number to each Local Corrections Officer in the State of Michigan Tracks all training for Local Corrections Officers throughout their career, regardless of county employer. Tracks important statistical data for the Michigan Sheriffs’ Coordinating and Training Council Ensures that all training requirements are met each year System created in the Spring of 2012, and went live August 2012 Each county is responsible for entering training data for their Corrections Officers Tracks Booking Fee Submissions for each county
