2 Agenda Purpose Current State DIMHRS References Questions

3 Purpose To compensate RC and ARNG Soldiers who:
Are unable to perform their military duties and/or; Demonstrate a loss in their civilian income as a result of an injury in the line of duty. To provide adequate medical and dental care associated with the injury.

4 Current Process (1 of 4) Commander must fill out DA Form 2173 within seven days of Member’s injury. DA 2173 is forwarded by the Commander to the proper Approval Authority DA 2173 is needed to start INCAP pay until a Line of Duty Investigation (LDI) is started.

5 Current Process (2 of 4) Approval Authority receives and approves/denies request. USAR – Incapacitation Review Board ARNG – Health Services Specialist Approval Authority sends the results to: USAR – Reserve Component Payroll Support Office (RCPSO) ARNG – United States Property and Fiscal Office (USPFO)

6 Current Process (3 of 4) USAR – RCPSO inputs information into DJMS-RC to initiate payment and update Member’s record. ARNG – USPFO inputs information into JUSTIS to initiate payment and update Member’s record.

7 Current Process (4 of 4) Initial authorizations are made by the DA 2173 or a formal LDI determination of “Yes” Each subsequent month during the Incapacitation: Member and employer complete DA Form 7574 (Incapacitation Monthly Claim Form) Commander must verify the monthly claim and forward to the proper Approval Authority LDI must remain valid during Incapacitation Period; a Incapacitation Review Board is required quarterly

10 DIMHRS Process (1 of 8) An LDI can trigger the process.
Member or the HR Specialist submits an Action Request for Incapacitation Pay through DIMHRS Self Service

11 DIMHRS Process (2 of 8)

12 DIMHRS Process (3 of 8) HR Specialist forwards request to Member’s Commander for recommendation After recommendation, HR Specialist forwards the request to the proper Approval Authority Approval Authority reviews the request and makes the decision to approve or deny

13 DIMHRS Process (4 of 8)

14 DIMHRS Process (5 of 8) Approval Authority notifies HR Specialist of the results HR Specialist updates the Action Request in DIMHRS with the approval or denial

15 DIMHRS Process (6 of 8) DIMHRS will:
Automatically determine the Member’s eligibility Calculate the INCAP Pay Record this information in the YTD Accumulators Begin the payroll process
