3 International Organization for Standardization (ISO)
ISO’s Project Committee (PC) No. 283 (ISO/PC 283) is responsible for the development of ISO 45001 ISO/PC 283’s membership currently includes: participating countries,(increase of 6 since Sept 2015) observer countries (decrease of 2) - 19 liaison members.

4 This presentation Provides an overview, following the meeting of PC283 in Toronto, of the current state of development of ISO Occupational health and safety management systems - Requirements with guidance for use It is being developed by ISO/PC 283 for use by its members for communication purposes It will be updated as the development of ISO progresses

5 Key perspectives This new standard is being developed to:
Help organizations minimize the risk of harm to all those working on its behalf (defined as “workers” within the standard) Provide a platform for continual improvement in occupational health and safety performance Integrate OH&S within an organization’s overall business management system and processes

6 Review of progress since Geneva meeting
PC meeting: The meeting was jointly hosted in Toronto by Standards Council of Canada (SCC), the American Society of Safety Engineers (ASSE), the CSA Group, and the national mirror committees to PC283 for the USA (the US TAG for ISO/PC283) and Canada (the SMC for ISO/PC 283) to review the outcome of voting and comments on ISO DIS and determine the next steps.

7 Result of ballot on ISODIS 45001
The ballot closed on 12th May 2016 71% voted in favour but this was insufficient to secure the necessary vote to proceed to FDIS There were nearly 3000 comments

8 Options considered Prepare a second DIS (DIS 2)
Publish the draft as a Technical Specification (TS) (note that a vote for moving to TS only needed 66% in favour) Going back a stage to Committee Draft was not considered a viable option It was decided to prepare DIS2 to address the volume of comments and the issues raised.

9 Key issues addressed from the comments
There were a number of key issues addressed including: The “fulfilment of” or “compliance with”, etc., legal requirements Editing Notes to avoid the inclusion of requirements Editing of the term “consultation” due to its definition Alignment with ISO and deviation from Annex SL The term “worker” and its definition Clause 5.4 on Participation and Consultation

Structure of Clause 6 Training versus competence The definition of “hazard” A bullet in 7.3 to add requirement for workers to be allowed to remove themselves from imminent danger

11 The next steps Task Group established to review the remaining comments and make recommendations on disposition and provide draft Full PC 283/WG1 meeting to be held in October to produce text for DIS 2. Application made to ISO for extension of project to completion by 9 months Note: to go for an FDIS after the DIS2 would exceed the extended timeline for this project and would require agreement of the ISO/TMB for any further extension (see last slide).

12 Other issues NWIP has been approved for the development of ISO/IEC TS by ISO/CASCO, though a joint working group (no.48) with PC 283. Draft New Work Item Proposal (NWIP) on psychosocial risk was presented and a webinar will be held shortly

13 Possible timelines to publication
Event DIS2, No FDIS DIS2, with FDIS 2nd meeting in October Oct 1 month editing/preparing DIS2 Nov 2 month translation period Dec/Jan 2 month DIS 2 ballot Feb/Mar 1.5 month before the next PC283 meeting May 1 month editing and preparing the text for publication (or for FDIS) June FDIS (2 month translation for FDIS; 2 month FDIS ballot; 1 month preparing text for publication)
