1 WG Environmental Expenditure Statistics
Resource use and management expenditure accounts (RUMEA) Unit E7 Environmental accounts and climate change Luxembourg, March 2011

2 Summary Background RUMEA Task Force (TF)
First homework of the TF (in 2010) Second homework of the TF (in 2011) QUESTIONS March 2011 Resource use and management expenditure accounts

3 Background 1 RUMEA: Resource Use and Management Account,
a satellite account to national accounts, see the European System for the collection of economic information on the environment (SERIEE, 1994), chapter X, §10040: CRUMA: Classification of resource use and management activities: March 2011 Resource use and management expenditure accounts

4 Background 2 Electronic discussion group created in 2008
Task Force established by DIMESA in 2009. Participating countries are: SE, EL, IT, FI, FR, NL, AT, SI, NO, Canada Contribute to the revision of 2003 SEEA and to the work of the London group TF met in February and October 2010 Next planned meeting: October 2011 March 2011 Resource use and management expenditure accounts

5 RUMEA Task Force The overall objective: to create methodological development and data collection tool for the future collection of statistics necessary to compile RUMEA Aiming at providing to different users meaningful information on the activities related to natural resources management (RM) and use (RU): National expenditure for RM and RU Statistics which are of primary importance also for other monetary environmental accounts: environmental goods and services, environmental transfers, etc. March 2011 Resource use and management expenditure accounts

6 First homework of the TF in 2010
Purpose of the first homework: reflection on the main concepts of the RUMEA framework (which are derived from the EPEA framework) testing the description of characteristic activities as described by the CRUMA reflection on the activities to be included in the RUMEA reflection on the possible data sources for activities to be included in the RUMEA The results of the homework: presented at the second meeting of the TF March 2011 Resource use and management expenditure accounts

7 First homework of the TF in 2010
Main output of the homework: allowed for bridging the description of characteristic activities to the identification of actual producers of RUMEA. Main conclusion: to establish a list of the characteristic activities for RU and RM we cannot rely on the existing classifications of activities Solution: define the activities on the basis of the natural resource concerned and the type of activity obtain for each natural resource concerned a description of activities characteristic for the RUMEA look for these activities in the NACE March 2011 Resource use and management expenditure accounts

8 First homework of the TF in 2010
From characteristic activities to producers: a reduced example Title Definition NACE 13.1 Reduction of the intake of fossil energy Reduction of the intake through in-process modifications related to the reduction of the input of non-renewable energy sources for the production process. It includes all the kinds of replacement or adjustment of production processes aiming at reducing the input of energy resources needed for producing a certain output Production of electricity: Production of electricity from renewable sources Steam and air conditioning supply: Production of steam, hot water, cooled air, chilled water, ice from renewable energy sources 13.2 Reduction of heat and energy losses, and energy savings Reduction of the use of non-renewable energy sources through the minimisation of heat and energy losses and through energy savings 43.22 and Activities aiming at increasing the energy performance of buildings 41.1 Construction of low energy consumption buildings, Also remodelling and renovation of buildings to increase their energy performance 71.1 The provision of architectural and engineering services for increasing energy performance of building March 2011 Resource use and management expenditure accounts

9 First homework of the TF in 2010
CRUMA 13: Fossil energy – Specialised producers (reduced example of results) March 2011 Resource use and management expenditure accounts

10 First homework of the TF in 2010
CRUMA 13: Fossil energy – Secondary producers (reduced example of results) March 2011 Resource use and management expenditure accounts

11 Second homework of the TF in 2011
Second homework: to test the compilation of SERIEE tables for one CRUMA domain or sub-domain class using a minimum set of variables The template tables and instruction for the homework are currently being drafted The template tables are based on the five SERIEE (EPEA) tables (B, B1, A, C, C1) and intend to highlight the most important data to be collected as well as the links between the tables in order to: Clarify the functioning of the tables Reduce the burden for the compiler March 2011 Resource use and management expenditure accounts

12 QUESTIONS for the delegates
If you compile RUMEA (not the TF members), do you have any other examples of characteristic activities in CRUMA, except the ones presented in Annex 1 of the document ENV/EXP/WG/18 (2011)? We would appreciate if you can provide us feedback on this question by after the WG March 2011 Resource use and management expenditure accounts

13 QUESTIONS Do you agree that the accounting methodology of RUMEA should be based on the 2002 SERIEE Compilation guide? (the five SERIEE tables (B, B1, A, C, C1), highlighting the most important data) What do you think about the second homework that is currently under preparation? (to test the compilation of SERIEE tables for one CRUMA domain or sub-domain) March 2011 Resource use and management expenditure accounts
