2. Reminder of why we need to change?
The Sustainable Development Goals (SDGs): a renewed global commitment to health, underpinned by Universal Health Coverage (UHC)
The inclusion of UHC in the SDGs: an opportunity to promote a comprehensive and coherent approach to health, to focus on how the health system delivers integrated, people-centred health services
Domestic resources account for the large majority of health spending even in fragile states and low income countries (LIC): need to focus on levers to strengthen institutions and efficient use of resources for increased health security and equity
The Ebola and Zika tragedies: a reminder of the importance of public health systems and better ways of engaging with other sectors - to be relevant UHC, cannot overlook growing concerns related to health security

3. The need to change
The overall aim of UHC 2030 would be: “to support a movement for accelerated, equitable and sustainable progress towards UHC as well as the other health targets in the SDGs, including global security and equity”

4. How far have we gone?
Sept 2015: Germany and Japan’s initiatives for better coordination around HSS & UHC (UNGA Special Session on SDGs)
Nov 2015: IHP+ Steering Committee discussed IHP+ possible new role
April 2016: Steering Committee recommended IHP+ signatories to expand the scope of IHP+
May 2016: IHP+ agreed to expand its scope
May 2016: G7 support to establish UHC 2030
And today?

5. Consensus Rationale to have a movement for UHC 2030
Purpose and objectives:
Improve coordination of HSS efforts for UHC at global level, including synergies with related networks
Promote multi-stakeholder dialogue and coordination of HSS efforts for UHC in countries, including adherence to IHP+ principles /behaviors in countries receiving external assistance
Facilitate accountability for progress towards HSS for UHC that contributes to a integrated approach to accountability for SDG3
Consolidate political momentum around a shared global vision of HSS for UHC and advocate for sufficient, appropriate and well-coordinated resource allocation to HSS
What UHC 2030 should not be:
Not duplicate the functions that its member institutions or countries can perform through current mechanisms
Not assume the functions of a fundraising or a financing entity for health systems strengthening.
Not assume the functions of an implementing entity or a technical assistance agency

Interest to build on IHP+ rather than creating a new partnership
Importance of continued commitment to IHP+ principles
Overall structure, including linkages with related technical networks & partnerships

8. Feedback on concept note - highlights
Accountability – what accountability framework will be in place?
Inter-sectorial nature of UHC – how will this be handled?
Country prioritization- how will emphasis on countries be maintained?
Actual deliverables- what will be the deliverables of the initiative?
Maintaining IHP+ principles – There is still a need for IHP+ principles, how will these principles be maintained in the new UHC
What will be UHC2030 role in transition and non ODA countries

9. Key remaining questions
Balance between old IHP+ agenda and new UHC 2030 direction
Principles: IHP+ and/or complement with more principles for effective HSS towards UHC?
Accountability: how do we avoid overlapping, don’t add layers of monitoring/indicators
What will be the balance between technical and political representation on the Steering Committee
Collaboration with other networks & partnerships: clarity on how it would work in practice
What will success look like? What are the measurement indicators?
Balance between old IHP+ agenda and new UHC 2030 direction: Way forward: focus on IHP+ maintained, pace of change in focus will happen over time, depending on demand and change in membership.
Principles: Way forward: discussion to take place as part of the revision of the Global Compact.
Accountability: Way forward: ambition to bring together findings from various monitoring efforts together to provide an overall narrative of progress (including speed and distribution of progress). Need to explore how UHC 2030 can strengthen multi-stakeholder review and drive remedial action, strengthening the capacity of citizens to hold their governments to account.
Coordination between UHC2030 and other networks & partnerships:. Way forward: iterative process, learn as we go, proposal from P4H (session in the afternoon).
Balance between technical and political work: Way forward: IHP+ has focused on generic principles and the SC has not had enough influence in promoting adherence. How do we ensure partners are ready to engage and adapt their technical work in response to the political discussions and decisions? Some may argue for a stronger political representation in the Steering Committee.

10. What may success look like?
Longer-term success for UHC 2030 would entail contribution to:
A shared vision of HSS for UHC with broadly recognised principles for sufficient, appropriate and well-coordinated resource allocation to HSS
Improved country-led coordination of health systems strengthening efforts in support of UHC and integrated approach by development partners
Increased focus on results and measurement of progress to inform country-led multi-stakeholder review and remedial action for accelerated progress towards UHC
Convergence towards a single and strengthened accountability mechanism for progress towards UHC, linked to the UN established process for the SDGs
A gradual process of transition
Initial transition phase, with gradual updating/evolving of scope
Moving forward to identify a list of products that contribute to the above in a measurable way

11. Operationalizing UHC2030: Proposed next steps
21June: IHP+ Steering Committee decides on:
Name of UHC 2030, composition of Steering Committee and way forward (incl. Global Compact)
22-23 June: Multi stakeholder consultation - Marking the launch of the transformation process of IHP+ to UHC 2030
July-September:
Further consultation and targeted constituency outreach (based on suggestions from Steering Committee members)
Rapid independent review of IHP+
September: Announcement of UHC 2030 during side event at UNGA in NY
December: UHC 2030 transitional Steering Committee meeting to approve:
Updated Global Compact, new programme of work for 2017, other working arrangements (e.g. TORs)
2017 – World Health Assembly: new members formally join UHC 2030
