Addressed the legal status of 3 million enslaved people

3. Goals Decrease man power of the confederacy
Strengthen the number of union soldiers
Free slaves as areas in rebellion were quelled
Change the overall goals of the Civil War

4. It did not: Could not be enforced in areas still under rebellion
Grant citizenship of ex-slaves
Outlaw slavery
Compensate owners

5. Outcome:
About 20,000-50,000 slaves from places where rebellion had been subdue were immediately emancipated
Emancipation became an explicit goal of the Civil War
Led to the 13th amendment
