1 Work Package 2: Progress


3 Task 2.1 (D3): UNEXE UK History: Strong emphasis on RES-E with a focus on competitive mechanisms. Since 2007 relatively rapid movement to adopt RES-H policy strategy. Nov. 2008: Last minute addition of a RES-H tariff mechanism to Energy Act. Details to be produced within 12 months.

4 Task 2.1 (D3): UNEXE Previous policy based around grants and a few other mechanisms. Likely to be ongoing planning issues, especially surrounding larger scale RES- H, notably biomass combustion.

5 Task 2.1 (D3): UNEXE Community Energy Programme (grant, biomass, 2001- 2007) Bio-energy Capital Grants Scheme (grants, biomass, 2002-) Community Renewables Initiative (small-scale, limited funds, 2002-2007) Clear Skies Initiative (grants, biomass & solar, 2003-2006) Biomass Heat Acceleration Project (biomass heat, 2005-) Bioenergy Infrastructure Scheme (wood and straw supply chain, 2005-8) Low Carbon Buildings Programme (replaced Clear Skies), (grants, small scale RE inc. RES-H., oversubscribed, 2006-) Climate Change Programme Review (biomass, grants)

6 Task 2.1 (D3): UNEXE Current contribution of RES-H: 0.6% of all UK heat use (and in decline since 1994). Government proposed target: 11-14% of heat by 2020. 14% RES-H will be needed if UK is to meet its 2020 EU-agreed target of 15% of all energy to come from renewables.

7 Task 2.1 (D3): UNEXE Little emphasis on cooling, though associated energy use becoming more significant. Some concern from Electricity Transmission Network Operator as to effects on London network stability. No policy announced as yet, some discussion has taken place.

9 Task 2.2 (D4) Addition of a chapter discussing the impacts of the Renewables Directive Something on the EPBD also? RES-H: Mature technologies? Discuss in context of Polluter Pays Principle?

10 Task 2.2 (D4) More on how each mechanism might apply in practice. More on advantages & disadvantages of grants (vb or other?) Clarify where we discuss quota vs tariffs Who would a quota mechanism obligate?

11 Task 2.2 (D4) Capping tariffs? Enhanced depreciation: useful for who? Soft loan impacts on the national budget Use Obligations as the key mechanism for RES-H/C support? Limits on the use of Use Obligations?

12 Task 2.2 (D4) Add 0.5 pages on German Use Obligation (vb) Skills gap – variation with technology? EU skills provision? Add something on standardisation. EU and national level? Volunteers?

13 Task 2.2 (D4) Planning, still a problem in Member States? Building regulation – ADD, Volunteers? What else to have in conclusion?
