2 Executive summary Beginning EACH DISTRICT AND CHARTER SCHOOL MUST ADOPT A CONTROLLED OPEN ENROLLMENT PLAN THAT ALLOWS A STUDENT TO ENROLL IN ANY PUBLIC SCHOOL IN THE STATE THAT HAS NOT REACHED CAPACITY PROVIDES THAT A STUDENT BE IMMEDIATELY ELIGIBLE TO PARTICIPATE IN HIGH SCHOOL ATHLETIC COMPETITIONS IN THE SCHOOL HE/SHE ENROLLS EACH SCHOOL YEAR

3 OPEN ENROLLMENT PLAN District provides school capacity information on respective website Educational Location options and educational program opportunities Contains preferential treatment language for: Dependents of transitioning active duty personnel Children who have been relocated due to foster care placement Children who move due to court ordered custody decisions Students who reside in the district

4 Non-traditional students
New Policy 5121 – Open Enrollment In accordance with FHSAA, parents/Legal guardians of a non-traditional student who wishes to participate in a sport at a school for which the student is not zoned must follow brevard’s controlled open enrollment process and apply through the elo process within the determined deadlines. Requires both ELO approved application and an El-14 signed by the Assistant Superintendent of equity, innovation and choice

5 Student transfers Students may transfer to a school outside their zone through two avenues and specific timelines: Educational program opportunities (curriculum Connection) Educational location option (location change only) Timeline will be available on website and sent through ltp Online application; $30 application fee Application must be approved by school or EIC before student may enroll

6 Application to athletics
Prohibit districts from delaying eligibility; immediately eligible to participate in interscholastic and intra-scholastic extracurricular activities Prohibits a student from participating in a sport if the student participated in the same sport at another school during the same year Includes escalating penalties for recruitment violations by school district employee or contractor that are in violation of fhsaA bylaws Requires educators certificate be revoked for three years if the complaint is upheld Establishes forfeiture of all competitions and honors received by the school, team or activity if any student who participated was recruited in violation of FHsAA bylaws or state law
