2 Amendment 5 of GTR 15: Its development since Tokyo

3 WLTP GTR 15, Amd5 Texts resulting from IWG #24 (September in Tokyo) were incorporated into Amendment 4 of GTR 15. There were numerous exchanges of mails on technical details between that meeting and the final UNECE deadline. Amendment 5 was sent to the UNECE on October 17, one day later than originally scheduled but the deadline was kindly extended by the UNECE. This extra day served mainly to go over the GTR with a fine-toothed comb and "eliminate" all minor errors and to fulfil the UNECE's request for editable figures, needed for Russian and French versions of GTR 15. Amendment 5 in both clean and track change versions was published on October 22 and distributed to all Drafting Subgroup members with the request that recipients further distribute the GTR to their interested colleagues [Telekom limits users to sending 100 mails per day].

4 WLTP GTR 15, Amd5 The Technical Report on Amendment 5 summarises all major amendments to GTR 15 since Amendment 4. Since its publication in October, a number of minor amendments were made to Amd5. These are for the most part summarised in the informal document on the agenda for this meeting. The majority of the minor amendments were of an editorial nature but Drafting Co. needs this group's input on the following points. See the next slides.

5 Topic 1: Possibly changing "Scope and application" to "Vehicles concerned"

6 WLTP GTR 15, Amd5: Topic 1 During the Low Temp meeting in Tokyo, it became apparent that there was confusion as to exactly what the terms scope, application and purpose mean. As a result, Drafting Co. went through all 20 current GTRs and found the following: The terms purpose, application and scope are not used consistently in all 20 GTRs; Even though the UNECE recommends otherwise, scope and purpose are often split up; Some scopes and purposes go into very long details and do not, in this sense, adhere to the UNECE guideline, whereas the details belong in the technical report; One GTR, namely GTR 16 on Tyres, does not even have a purpose! The purpose of GTR 18 (OBD for L vehicles) and the scope of GTR 20 (EV safety) are both long, giving the impression that one is reading a novel!

7 WLTP GTR 15, Amd5: Topic 1 PROPOSAL: Modify what is currently titled "Scope and application" to "Vehicles concerned". BACKGROUND: UNECE TRANS/WP.29/883, published in 2002, gives the following guidelines: 1. Scope and Purpose – A simple statement that appears at the beginning of the gtr that describes the particular aspect of safety performance or environmental [aspect] addressed by the gtr. Drafting Co.: In other words, what is the GTR aiming to do, what is its purpose? 2. Application – A clear description of the types of wheeled vehicles, and/or wheeled vehicle equipment and/or parts, that are subject to the gtr. Drafting Co.: This is fairly clear.

8 WLTP GTR 15, Amd5 Even GTR 15 is not consistent with the UNECE guideline as it uses "1. Purpose" and "2. Scope and application", instead of the recommended "Scope and purpose" and "Application". REQUEST TO THE UNECE SECRETARIAT. May "Vehicles concerned" be used instead of "Scope and application"? "Purpose" of GTR 15 will remain as it is.

9 Topic 2: Predominant mode

10 WLTP GTR 15, Amd5: Topic 2 OPEN POINT:
My notes from Tokyo say that the definition of "Predominant mode" (3.5.9.), as it currently stands in GTR 15, might possibly be changed during this IWG meeting. Is this still an open point?

11 Topic 3: A more precise reference

12 WLTP GTR 15, Amd5: Topic 3 Paragraph in Annex 4 (Tyre rolling resistance) refers to a calculation in paragraph in Annex 7 (Calculations). REQUEST: The reference to appears to be too broad. Should the reference be more specific, namely, to ? Paragraph is entitled "Rolling resistance of an individual vehicle".

13 Topic 4: An error in an equation in Annex 4

14 WLTP GTR 15, Amd5: Topic 4 Paragraph in Annex 4 on statistical precision. INFO: Only the "n" should be square-rooted and not the delta t. REQUEST: There is uncertainty as to whether pj should be less than 0.03 or less than

17 Where to find GTR 15 and the calendar for 2019

18 WLTP GTR 15 The GTR including its track changes is uploaded on a regular basis to the UNECE server under: The 2019 calendar is available for your reference under: Should you plan a WLTP-related event for 2019, please send a mail with (a) what the event is (f2f meeting, web), (b) when it is to take place, (c) starting and finishing time. The calendar will be updated and uploaded as soon as possible.

19 Low Temp GTR

20 WLTP Low Temp GTR It still remains open as to whether the Low Temp GTR will be either (a) a stand-alone version of GTR 15 where all non-low temp text is deleted or (b) will be a GTR consisting of a list of all differences to GTR 15. In case (b), the user testing under low temperature conditions would need to use 2 GTRs, namely, the GTR containing all the listed differences to GTR 15 and GTR 15 itself. The version of the Low Temp GTR used up until the meeting in Tokyo is now based on Amendment 5 of GTR 15. This was sent to C. Astorga on December 10, 2018.
