2018 Tribal Conference DRAFT Should the tribe buy collection trucks to collect the waste or will it be more cost- effective to contract waste removal to a local hauler? Should the tribe build a transfer station or continue to haul directly to a landfill? Should the tribe build a landfill? How can the tribe finance the chosen option? Help with answers on: • Tribally-operated collection service • Tribally-operated transfer station • Tribally- operated landfill   Collection is moving waste from the waste generator (i.e., a household or business) to the next step in the solid waste system, like transfer station or landfill. Collection = usually regular routes, regular pickup schedules, regular receptacles. “Self-collection” program: the generator takes his or her waste to the nearest dumpster, transfer station, or final disposal site. Collection may include separating wastes for recycling, composting and/or household hazardous waste collection. Hauling waste is moved from where it’s consolidated to another facility for final disposal. “Self hauling” refers to individual generators (i.e., residents or businesses) moving waste from point of generation to point of disposal. Disposal of solid waste occurs in a municipal solid waste (MSW) landfill. The landfill may be owned or operated by a tribe, local government, or a private entity. Typically, tipping fees charged by weight or volume Should my tribe start a tribally-operated collection service? A lot of tribes consider this option. The costing tool helps you understand that and talk with your leadership about that.
