3 The importance of adults’ lifelong learning for employability and growth
Context: Unemployment in Europe is far too high, vulnerable groups at risk of social exclusion A workforce with the right skills is imperative for the economy to grow and face the challenges of global competition Demographic changes More and more rapid technological change Projected increase in the need for high qualifications 19-20 June 2013

4 The importance of adults’ lifelong learning for employability and growth
Implication => Adults – including older workers – are called ever more often to broaden their skills and competences 2012 Employment package - building on Europe 2020’s Agenda for new skills and jobs: «Access to lifelong learning, within either employment or unemployment situations, is essential if employability is to be maintained» Considerable EU funds mobilised (e.g. ESF) 19-20 June 2013

5 Improving the policy relevance of indicators on adults’ LLL
Current indicator ET2020 benchmark and indicator for monitoring of employment guideline 8 through the Joint Assessment Framework: Percentage of adult population aged participating in education and training (in the last four weeks) Does not adequately reflect the policy focus on access for adults to participation in LLL 19-20 June 2013

7 Improving the policy relevance of indicators on adults’ LLL
The proposed bi-annual module on adults’ participation in education and training in the last 12 months would: Allow to link data on adults’ access to participation in LLL with details on individuals employment and unemployment situations Provide data more in line with the evidence needed to monitor policies on employability and access to LLL Allow for a revision of the ET2020 benchmark and the JAF indicator under empl. guidel. 8 19-20 June 2013

8 Revision of the existing indicator
Revision of the existing JAF indicator under empl. Guidel. 8 is also supported by DG EMPL Proposal will be brought to the EMCO indicators group for approval Stocktaking of ET2020 by the end of 2014 Discuss the revision of the benchmark on adults’ participation in LLL 19-20 June 2013

9 Annual variables on participation
Two key variables EDUCFED4 (former EDUCSTAT) and EDUCNFE4 (former COURATT)  quarterly for precision requirements (EU2020) Other variables EDUCLEV4, EDUCVOC4, EDUCLEN4:  annually only TEMPREAS variable: split 1 code to isolate apprentices Optional variables are deleted: EDUCFILD, COURPURP, COURFILD, COURWORH Possible restriction of target age group to after 2020 19-20 June 2013

10 Annual variables on attainment
New variable HATMONTH yearly  Required because of benchmark on employability  Employment Rate of young people less than 3 years ago  Need more precision than HATYEAR for computing time since graduation Coding of HATFIELD  Waiting for UNESCO adoption of FOET (Nov)  However ISCED Regulation: 3 -> 4 digits  : keep current coding filled up with '0'  As from 2016: 1st digit level, 2nd optional but strongly encouraged 19-20 June 2013

11 Two-yearly variables on participation
Reference: 12 months Possible future benchmark on lifelong learning  need for increased frequency Complementarity between LFS and AES  Main variables in both LFS and AES (PART12M)  Details in AES only (DETAILS12M)  PART12M could be an introduction to DETAILS12M when LFS and AES implementation is linked 19-20 June 2013

15 Suggested implementation scheme
From year 2016 onwards, calendar dependent from: the modernisation of social statistics the revision of the overall LFS legal framework Year of implementation Proposed changes in LFS 2014 - Variables on educational attainment (new, already approved) - TEMPREAS (new codes) 2016 (intermediate step : PART12M run through AES) - HATFIELD (new coding with a new classification of fields of education) 2018 (?) - Module PART4W (amendment) - Module PART12M (new) - Variable HATMONTH (new) 19-20 June 2013

16 Conclusions The LAMAS WG delegates are invited to:
Approve the proposed changes related to annual variables on participation (4 weeks); Approve the inclusion of a variable on the month of graduation (HATMONTH); Approve the proposed inclusion of a two-yearly module on participation (12 months) in combination with AES Approve the implementation rules proposed for HATFIELD. 19-20 June 2013
