2 Enforcement of Pesticide Laws and Regulations
Local enforcement by County Agricultural Commissioners and their 400 biologists in the field. •DPR provides approximately $27 million per year to CACs for pesticide enforcement and training. They conduct about 17,000 inspections per year. 2/25/2019

3 COOPERATIVE AGREEMENT BETWEEN USEPA, DPR, AND CACASA
In the agreement…………… U.S. EPA will notify DPR of the incident. DPR will notify the CAC. DPR will either hand the investigation off to the CAC work in conjunction with the CAC. CAC will use procedures outlined in the DPR Investigation Procedures Manual. 2/25/2019

6 Water Sampling Not something that DPR does often.
Also can conduct sediment sampling if needed. 2/25/2019

7 Soil Sampling Have had two recent cases where we have found active ingredients applied over 10 months ago. 2/25/2019

8 Commodity Sampling DPR has a robust commodity sampling program that at times can lead back to the county where the commodity was produced. 2/25/2019

9 Actual Cases February 28, 2002 Employees at a Rancheria Education Center were exposed to Lorsban from an application adjacent to the property. Samples were collected by the County Agricultural Commissioner and photographs were taken by a DPR representative. Samples were given to our CDFA lab for analysis and chlorpyrifos (Lorsban) were found on vegetative samples and clothing involved in the drift. CAC fined grower $700 for incident. 2/25/2019

10 Actual Cases May 1, 2004 Another drift occurred where there were multiple people drifted on from the property buffering the Rancheria. The CAC took samples and submitted the samples to our CDFA lab for analysis. The Enforcement Action was not upheld because there were mistakes in the sampling and evidence collection. 2/25/2019

11 Actual Cases January 19, 2015 Was notified that orchard application had drifted onto tribal property. EPA and DPR were onsite and observed the sampling process and evidence collection by the county. The product suspected was sulfur. Samples were given to CDFA for analysis. Sulfer was found on vegetation and mailbox swab samples. Grower was fined $350 through the county enforcement action. 2/25/2019
