1 Minority Affairs Committee
Fall 2018

2 MAC Vulnerable Populations Checklist
Problem: It is often late in committee project work when impact to minority and vulnerable populations is examined. The MAC would like to ensure that impact on these populations is assessed consistently and early in project work. Solution: The MAC developed a “project checklist” for Committees to use as part of POC approved project work. The checklist will standardize assessment of how the project impacts selected populations. Tool for committees to use After POC approval During public comment This project was started to address a problem in the policy development process. It’s often late in that process when impact on minority and vulnerable populations is examined. This checklist is designed to ensure that committees assess impact on vulnerable populations earlier in the process and more consistently. The checklist standardizes how committees assess the impact on different populations. This is a tool for Committees to use shortly after a project is approved by the POC, and during public comment, when the committee presents to the MAC.

3 Checklist Components Populations considered by OPTN:
Race and ethnic minority groups Age Populations with physical/mental disabilities or impairment Women These next two slides identify populations included on the checklist. The checklist includes example questions to get committees to think about the potential impact of their particular proposal on each vulnerable population. The checklist groups populations by whether the OPTN gathers data related to that particular population, since data collection impacts how committees assess the effect of a proposal. The populations currently included in OPTN data are: Race and ethnic minority groups Age Populations with physical/mental disabilities or impairment women

4 Checklist Components Other vulnerable populations that may be affected: LGBT Groups Veterans Incarcerated or Paroled Populations Public Insurance and uninsured groups Adults with high school education or less Citizenship status Geographic Disparity: Rural, urban or urbanized cluster Non-contiguous (Hawaii, Alaska, U.S. territories) Economically deprived areas Other vulnerable populations that may be affected by policies but not included in OPTN data are: LGBT groups Veterans Incarcerated or paroled populations Public insurance and uninsured groups Adults with high school education or less Citizenship status Committees should consider these populations and identify if a proposed policy change may impact them by using committee discussions, literature reviews and other resources, since OPTN data is not available.

5 New MAC Projects Socio-Economic Status (SES) & Access to Transplant
New MAC project on addressing the concern that SES impacts access to transplant Subcommittee working on literature review related to the problem Disparity in Non-contiguous states/territories New MAC project on concern that there may be a disparity in allocation to non- contiguous states & territories Research performing data analysis to identify whether concern relates to actual problem Will be presenting to MAC at in-person meeting in September The MAC has also started two new projects: one on socio-economic status and access to transplant, and another on disparity in non-contiguous states or territories. SES and Access to transplant: The MAC has a Subcommittee looking at the possible impact of SES on access to transplant. This Subcommittee is currently looking at the literature to see whether this problem has been documented. Disparity in non-contiguous states/territories: This project stems from a concern that there may be a disparity in allocation to non-contiguous states/territories. The Committee requested a data analysis to identify whether this concern is justified, and will review results of the analysis at its September in-person meeting.
