Area of reversal tendencies between the highest priority - to supply energy safety and reliably - and existing limitations - given structure of PES, structure of electricity generation, environmental requirements and political priorities
SR imports 90% of its PES (including nuclear fuel), almost all from Russia – small share from Czech Republic, Poland and Ukraine – lack of diversification
Domestic sources cover only 10% of PES – 3% hydro, 6% lignite and 1% natural gas and oil

New adopted legislation in energy sector strongly follows this one of EU and - takes into account main principles of international documents: Energy Charter Treaty, Protocol of Energy Charter, Nuclear Safety Treaty and UNFCCC
