Roosevelt refused to run for office in 1908. Roosevelt pushed his Secretary of War William Howard Taft Campaign Slogan "Vote for Taft this time, You can vote for Bryan any time." 

3 Early Issues  Received little credit for accomplishments coming behind Roosevelt Hesitant to raise public opinion and control party members.

Compromise that only moderated the high rates of the Aldrich Bill. Upset Progressives Disputing Public Lands  Conservationists upset due to appointment of Richard A. Ballinger (Secretary of the Interior) Removed 1 million acres of forest and mining lands from reserved lists Interior official fired for protesting Ballinger, official becomes Muckraker in Colloier's Weekly Magazine.

Progressive Party "strong as a Bull Moose." Called for intiative, reforms, recalls, woman suffrage, modern labor laws, and business regulation
