2 Background Commission Communication:"Social protection in EU Development Cooperation"(August 2012) Emphasises key role social protection can play in reducing poverty in development countries. Highlights different profiles of developing economies EU has wealth of experience in field of social protection (OMC, European Semester). Differences between EU MS in social protection financing, levels of coverage, administration and delivery systems provide strong basis for capacity building and advice in support of dev. countries

3 ILO "Social Protection Floors" initiative
Recommendation (202) adopted in June 2012 Strongly supported by G20 Summit. Social protection should comprise at least following guarantees, at least to a nationally defined minimum level: Access to set of services, constituting essential health care, meeting criteria of availablity and quality Basic income of children, providing access to nutrition, care and education Basic income security, for persons in active age unable to earn sufficent income (sickness, unemployment, maternity) Basic income security, for older persons

4 Social Protection Floors
A global initiative. Not a one-size fits all approach Design and implementation of Social Protection Floors is a matter for each country in line with national specific structures EU advocates of Social Protection Floors initiative. Could contribute to realisation of right of everyone to social security

5 EU Expert Facility on Social Protection
In framework of its development cooperation, Commission intends to set up an EU Expert Facility on Social Protection Objective: enhance capacities of partner countries to better design, manage and monitor inclusive, efficient and sustainable social protection systems by peer–to-peer short term technical assistance. How? Mobilise social protection experts/practitioners from public administrations of EU MS in order to strengthen capacity of peer organisations in partner countries.
