European Forest Accounts – Improvements to the questionnaire proposed by Eurostat
Marilise Wolf-Crowther, E.2 WG Forestry FEB 2018

Inclusion of fellings in Table A2 for use in indicators
Eurostat needs data on fellings to use in the indicator "Fellings in per cent of net annual increment (NAI)" as an indicator of economically sound forest management and carbon reporting This indicator will probably also be used as an SDG indicator by Eurostat Fellings were omitted from both the Global Forest Resources Assessment of FAO in 2015 (FAO/FRA 2015) and the data collection of Forest Europe (FE) in the same year Result: the indicator is only available for 1990, 2000, 2005 and 2010 Even if we received assurances that fellings would be requested by FE for its 2020 report, Eurostat would prefer to cover this indicator through EFA Planned fellings are available annually in most countries (felling plan in the NFI)

Current layout of Table A2 with losses in a footnote
*1 The stock of timber includes the growing stock plus - trees felled and still in the forest - any major loss of live trees due to storms (windthrow) that will probably be used (retrievable); please report such major losses here: xxxxxxx m3 over bark in the opening stock xxxxxxx m3 over bark in the closing stock In both cases, either the wood will be removed in the future, or it will be an irretrievable loss in a later year, when the timber becomes unusable. No country reported these 2 variables

Proposed layout of Table A2 with fellings in a footnote
*1 The stock of timber includes the growing stock plus - trees felled and still in the forest - any major loss of live trees due to storms (windthrow) that will probably be used (retrievable) In both cases, either the wood will be removed in the future, or it will be an irretrievable loss in a later year, when the timber becomes unusable. Please report here the total of both kinds of fellings in forests available for wood supply at the end of the reference year: xxxxxxx 1000 m3 over bark in the closing stock We hope this simpler structure makes it easier to report on fellings!

Practical handling of data in the EFA questionnaire:
Eurostat requests countries to follow guidance for filling in the questionnaire: Don't leave hidden sheets in the questionnaire sent to Eurostat, as this makes it impossible to upload the data automatically When deleting such sheets, make sure that the contents of reporting cells that are linked to hidden sheets are not destroyed Do not write any text in cells to be reported: no "NA" or anything else; just leave them blank if you have no data to report In partially filled tables, please delete zeros that come from unused formulas. The upload script ignores tables containing only blanks and zeros, so you don't need to touch them if you don't use them.
