3. CAPER Basics
Must be submitted to HUD within 90 days of close of program year
CAPER Goal: Report and assess the progress made towards achieving strategic plan goals
CAPER must be submitted in IDIS

4. CAPER Process Before you Start, make sure that:
Con Plan/AAP or amendments made to the Con Plan/AAP must have as Status “Review Completed” in IDIS
All CDBG activity-level accomplishments have been entered and that HOME activities to be reported are completed during the report year
Run Con Plan Goals and Accomplishment Report
Create and Edit the CAPER template
Use “Download as Word Document” to create the CAPER version for public participation
Submit to HUD within 90 days of close of program year

Click on the “Reports” tab
From Left Column select “View Reports”

Select the “IDIS” folder
On the next screen, select the “Shared Reports” folder

This report has 3 sections
Accomplishments Associated with a Single Strategic Plan Goal
Accomplishments with more than one Strategic Plan Goal
Accomplishments not associated with a Strategic Plan Goal
Will include projects added in IDIS through the “ADD” Project functions instead of through the Action Plan template, including projects from previous years that were active during the current year
Accomplishments will need to be manually adjusted

Assign Accomplishments from Sections 2 and 3 to Goals in Section 1
Will only work with grantees who have already submitted an ACTION PLAN TEMPLATE in IDIS

Grantees can upload up to 5 unique appendices to include reports and other supporting documents

18. CAPER and ESG
ESG grantees are required to complete the CR-60, CR-70, and CR-75 screens
ESG grantees are required to use the eCART beginning with 2015 CAPERs in lieu of CR-65

19. What is the eCart ESG-CAPER Annual Reporting Tool
It is an Excel spreadsheet that loads report-level, aggregate information from HMIS and captures all required data on participants served in ESG-funded projects.

20. Troubleshooting Common Issues
Issue: Accomplishment data includes accomplishments not associated with a goal
Solution: This may be due to accomplishments being realized from a prior year and/or activities being associated with a matrix code that differs from the Goal Outcome Indicator. To correct this, you can manually adjust the accomplishment information in the CAPER.

21. Troubleshooting Common Issues
Issue: Not all accomplishment data appearing in the CAPER
Solution: This is likely because the CAPER was created before the accomplishment data was entered in the Activity Screen. Once accomplishment data is entered in IDIS, you can run the Con Plan MicroStrategy Report to see updated tables and manually adjust the CAPER
