Students would do summer work or get intensive reading instruction the following school year

Children in kindergarten would receive a reading-readiness test before entering school to identify learning barriers

Standards developed by State Department of Education (SDE) must be approved by State Board of Education and Education Oversight Committee (EOC)
SDE and EOC must notify General Assembly and Governor of any plans to change standards
South Carolina Legislature approve standards required by sources outside of South Carolina
Procurement process overseen by State Budget and Control Board
Removes South Carolina from Smarter Balance assessment consortium
Review of standards for math, English/language arts to begin by
January 1, 2015
