2 Flexibility Measures Passed
H.4921 – Allows districts to negotiate retired, non-TERI teacher salaries S.1219 – Allows districts to negotiate retired, non-TERI teachers salaries through July 1, 2020 S.1194 – Allows districts flexibility in current budget for summer reading camps

3 Aiken County School Board Reapportionment (S.1311)
Amends single-member election districts for the School Board in Aiken County as presented to Board on 5/13/14 S.1311 Passed House and Senate Enrolled for ratification (6/4/14)

4 Read to Succeed (H.3994 & S.516 & H.3926)
Students not reading on grade level at the end of the third grade would be retained for reading instruction Students would do summer work or get intensive reading instruction the following school year Teachers would also be required to do training Children in kindergarten would receive a reading-readiness test before entering school to identify learning barriers H.3994 Status Referred to Senate Committee on Education (4/15/14) H.3926 Status Referred to House Committee on Education and Public Works (4/11/13) S.516 Status Amended in House and read third time (6/5/14) Senate concurred and enrolled for ratification (6/5/14)

5 Common Core State Standards (H.3893)
Requires Common Core State Standards not be imposed in South Carolina Measure, in brief: Keeps math, English / language arts in place for school year Regulates use of Student Data Standards developed by State Department of Education (SDE) must be approved by State Board of Education and Education Oversight Committee (EOC) SDE and EOC must notify General Assembly and Governor of any plans to change standards South Carolina Legislature approve standards required by sources outside of South Carolina Procurement process overseen by State Budget and Control Board Removes South Carolina from Smarter Balance assessment consortium Review of standards for math, English/language arts to begin by January 1, 2015 H.3893 Status Signed by Governor (5/30/14)

6 Education Capital Sales and Use Tax Act (S.940 & H.4512)
Amendment to Act to allow all South Carolina School Districts ability to offer one percent sales tax referendum S.940 Status Conference committee adopted House version (6/5/14) Conference committee members will report compromise to respective chambers (Week of 6/17/14) House and Senate adopts report (Week of 6/17/14) Enrolled for ratification (Week of 6/17/14) H.4512 Status Resides in House Committee on Ways and Means (1/16/14)
