3 The development objective of this World Bank Pacific Islands Regional Oceanscape Program (PROP) is to strengthen the shared management of selected Pacific Island oceanic and coastal fisheries, and the critical habitats upon which they depend. There are three components under this project phase 1. Sustainable management of oceanic fisheries 2. Sustainable management of coastal fisheries 3. Sustainable financing of the conservation of critical fishery habitats

4 FFA has overall responsibility for the regional PROP, and includes complementary national projects in Federated States of Micronesia, Marshall Islands, Tuvalu and Solomon Islands, FFA engaged SPC CFP to coordinate the implementation of an activity under PROP component 2: Sustainable Management of Coastal Fisheries. FAME received financial support from the WB through FFA for the PROP BDM project. Project budget USD500,000 Project time frame (3 yrs – start 2017 : end 2019) FFA has engaged SPC CFP to coordinate the implementation of a specific activity under PROP component 2: Sustainable Management of Coastal Fisheries.

5 PROP complements MSG The overall objective of PROP: complements an objective in the MSG Roadmap for Inshore Fisheries Management and Sustainable Development MSG road map Objective 3: Manage, maintain and restore fisheries stocks (e.g. BDM) to secure long term economic and social benefits to coastal communities from the sustainable use of inshore resources in Fiji, Vanuatu, Papua New Guinea and Solomon Islands A regional project work program was designed to focus on the principal BDM-producing PICs, including the PROP participating country’s The overall objective of PROP Component 2 is to support participating countries to sustainably manage coastal fisheries, focusing on those value chains with the greatest potential for increased benefits, i.e. coastal fisheries such as BDM that (i) can generate export earnings for the country, and/ or (ii) support livelihoods, food security and dietary health.

Will involve country visits, dialogue with stakeholders: Fisheries, Customs Agencies, BDM export companies, processors etc (guided by National Fisheries Agencies) Over the life of the project there will be meetings to: initiate project activities discuss and endorse the recommendation of a BDM Review And reports of progress, issues or challenges

7 Project Activities 1 Facilitate the formulation of a regional or sub-regional BDM fishery group using the MSG structure harmonize economic and other management arrangements; developing minimum terms and conditions of resource access; (prices, licensing conditions or trade) establishing a regional register of responsible/compliant BDM industry participants; promoting exchange of information in support of national level management developing a workable structure and process to gain political engagement and ownership to ensure sustainability of the work undertaken long-term. In parallel with national efforts to restore BDM fisheries, facilitate the formation of a regional or sub-regional BDM fishery grouping using the MSG structure for political support to advance the economic interests of participating Pacific island countries, through:

8 Project Activities 2 Technical support to countries to assess biological and economic management tools for BDM: updated assessments of BDM production, price and market trends and industry monitoring and intelligence; and development of appropriate fishery monitoring tools and training of national staff from participating countries in their use. technical support to countries to assess biological, economic and fiscal management tools for BDM and other export-oriented coastal fishery products, (e.g. a ‘BDM task force’), including: -updated assessments of BDM production, price and market trends and other industry monitoring and intelligence; and - development of fishery monitoring tools that can be deployed at national level to enable performance assessment of fishery management and development activities, and training of national staff from participating countries in their use. The proposed BDM arrangement may ultimately be extended to cover other coastal fishery resources, particularly trochus, and another high-value export product.

9 Outcomes Improved information and management of BDM stocks in participating countries. Strong political support and engagement. BDM stocks in participating countries under recovery or rebuilt. Updated value chain price list by species and product grade. Long term economic value for BDM fisheries technical support to countries to assess biological, economic and fiscal management tools for BDM and other export-oriented coastal fishery products, (e.g. a ‘BDM task force’), including: -updated assessments of BDM production, price and market trends and other industry monitoring and intelligence; and - development of fishery monitoring tools that can be deployed at national level to enable performance assessment of fishery management and development activities, and training of national staff from participating countries in their use. The proposed BDM arrangement may ultimately be extended to cover other coastal fishery resources, particularly trochus, and another high-value export product.

10 PROP BDM project in 7 PICs
Will involve country visits, dialogue with stakeholders: Fisheries, Customs Agencies, BDM export companies, processors etc. (guided by National Fisheries Agencies) CFSM Advisor will visit some of the 7 countries and a consultant contracted to do the work in other (MSG) countries. The work will begin March 2017 with gathering of national BDM fishery information, compiling a review report, which will be the presented during a meeting latter this year, for discussion, recommendations and way forward.
