To demonstrate elements of Law 11 through active participation To offer practical advice to Assistant Referees in order to improve recognition of offside situations

6 Elements of The Law Position When?
Nearer to his opponents’ goal line than both the ball and the second last opponent When? At the moment the ball is touched or is played by one of his team Except In his own half of the field of play Level with the second last or two opponents Ball from a goal kick Ball from a throw in Ball from a corner kick Active Play Interfering with play Interfering with an opponent Gaining an advantage by being in that position

7 In the definition of offside position
“nearer to his opponents goal line” Means that any part of his head, body or feet is nearer to his opponents goal line than both the ball and the second last opponent The ARMS are not included in this definition

8 Active Play Interfering with play means:
Playing or touching the ball passed or touched by a team-mate

10 Active Play Interfering with an opponent means:
Preventing an opponent from playing or being able to play the ball… for example, by clearly obstructing the goalkeeper’s line of vision or movement Being in the path of a shot, making a gesture or movement that distracts an opponent

11 Active Play Interfering with an opponent means:
Guidance Issued to Referees – 13/02/04: If, in the opinion of the Referee the actions of a player in an offside position deceive or distract an opponent, that player will be given offside

13 Active Play Gaining an advantage means:
Playing the ball, that rebounds from a post or crossbar, having previously been in an offside position Playing the ball, that rebounds from an opponent, having previously been in an offside position

Appropriate running technique - side to side movement gives a better line of vision

17 Advice ‘Wait and See’ Technique
Freeze in your mind the position of the attacker and afterwards judge his involvement in active play To judge his involvement in active play, take into account the movement of the ball Direction Speed Distance Any deflection etc It is better to be slightly late and correct than be too quick and wrong

18 Advice To see the ball and the second last defender use quick movement of the eyes to the ball and the players Watch the second last defender and “notice” the kick and direction/movement of the ball If in doubt – No Flag

20 Interfering with Play Pass sent to an attacker in an offside position A player onside takes the ball Decision - Wait & See - Not Offside

Being in the path of a direct shot at goal Decision - Offside

Being behind a defender, running to the ball, making a gesture or movement Decision - Wait & See – Offside

Attackers standing in an offside position from a dead ball situation Decision - Offside

Criteria Attackers clearly behind a defender don’t interfere with them Raising the hand doesn’t mean ‘not interfering with an opponent’ Knowledge of an opponent in offside position doesn’t mean ‘interfering with an opponent’ Putting an opponent in offside position doesn’t mean ‘interfering with an opponent’
