May 2008 doc.: IEEE P /462r5 May 2008 Other Guidelines for IEEE WG Meetings All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. Don’t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don’t discuss the status or substance of ongoing or threatened litigation. Don’t be silent if inappropriate topics are discussed … do formally object. 12 May 2008 doc.: IEEE P /462r5 May 2008 Affiliation It is defined in the IEEE-SA Standards Board Bylaws, as: “An individual is deemed “affiliated” with any individual or entity that has been, or will be, financially or materially supporting that individual’s participation in a particular IEEE standards activity. This includes, but is not limited to, his or her employer and any individual or entity that has or will have, either directly or indirectly, requested, paid for, or otherwise sponsored his or her participation. Revision: Feb 2006 Standards Board Bylaw Openness is defined as the quality of being not restricted to a particular type or category of participants. All meetings involving standards development an all IEEE Sponsor ballots shall be open to all interested parties. Each individual participant in IEEE Standards activities shall disclose his or her affiliations when requested. A person who knows or reasonably should know, that a participant’s disclosure is materially incomplete or incorrect should report that fact to the Secretary of the IEEE-SA Standards Board and the appropriate Sponsors. May 2008 doc.: IEEE P /462r5 May 2008 P&P – TG Elections ( r4) 3.2 Task Group Chair The TG Chair shall be appointed by the WG Chair and confirmed by a WG majority approval. The TG Chair is re-affirmed every 2 years: one session after the WG Chair is elected. The TG Chair is required to confirm that the function of secretary is performed for each TG meeting. TG meetings are not allowed to function without a secretary. 3.3 Task Group Vice-Chair TG Vice-Chair is elected by a WG majority approval.  The TG Vice-Chair is reaffirmed every 2 years; one session after the WG Chair is elected. 3.4 Task Group Secretary The TG Secretary shall be appointed by the TG Chair and confirmed by a TG motion that is approved with a minimum 50% majority. The TG Secretary is re-affirmed every 2 years; one session after the WG Chair is elected. The minutes of meetings taken by the Secretary (or designee) are to be provided to the TG Chair in time to be available to the WG Chair for publication one week after close of the session. The minutes of the meeting are to include documents produced by the voting process and document list.
