General rule: only when secondary information is not available. ‘FS’ trader surveys: in conjunction with rest of assessment, so triggers correspond to those in EFSA Handbook; External shocks: No general rule - depends on monitoring of global & sub-regional food & other livelihood markets, also of socio-economic- political situation in region WFP Markets Learning Programme Trader Survey Training

A survey undertaken to assess the impact on food security of the Pakistan earthquake 2. Why was it conducted? In response to what condition(s)? To affirm the conclusions of the emergency food security and nutrition assessment To understand how well markets were recovering in urban and in rural areas from the earthquake To understand changes in basic staple foods and the differences in those changes depending upon whether the market is urban or rural To understand the impact of road conditions and lack of cash reserves on food shortages 3. What triggered the trader survey? Assumptions that relief food for urban areas might be a much less appropriate response than non-food (income transfers), except for displaced persons, and that the need for food relief was much greater in more remote rural areas - at least until the next local harvest 4. What were the main contributions of the markets analysis team to the food security assessment? The trader survey and market assessment affirmed that food access was the primary issue in urban areas, not food availability. The markets analysis affirmed that food aid programming for the most inaccessible and difficult to reach rural, northern highland areas and cash compensation for vulnerable populations (non-encamped) in urban areas were appropriate responses. Also that “if cereals are included in food aid programming beyond the next harvest, local purchase of Pakistani origin should be a priority, particularly rice” given that there is sufficient national production and stocks of wheat and rice in Pakistan to fulfil the cereal food needs of the affected populations in urban and rural areas.
