8. Government representatives listen to everyone with the same attention and make decisions in the interest of the majority.

9. One can say what one wants and thinks without being afraid of punishment by the government.

10. No one receives favourable treatment.

11. Minorities receive the same treatment as the majority.

12. One takes into account the needs and abilities of each individual.
