Voters passed by a 3:1 vote on Nov.4, 2008 an 1/8 of a penny sales tax for economic development, and subsequent creation of the LVEDC City Council voted in 7 community business leaders as Board of Directors of the LVEDC in May 2009 The 7 member Board then elected 4 Officers: President - Mike Davis Vice President - Alberto Milmo, PhD Secretary - Nancy Marin Treasurer – Mike McCarley 3 other Board Directors are: Georgia Zannaras, PhD, Claude Guerra, and Abraham Diaz

The LVEDC Board developed applications and guidelines for grant funding to stimulate economic development for businesses in Leon Valley The applications became available on the City of Leon Valley’s website on Jan. 1st: , then click on “Economic Development” Applications will be reviewed monthly and must follow established guidelines for eligibility to be accepted

Applications up to $9, can approved by the Board; over $10, must also be approved by City Council LVEDC anticipates receiving about $180, in sales tax monies annually for disbursement for business economic development projects Applications are subject to the application guidelines, as follows:

Creation of permanent full time employment opportunities. The number and types of jobs to be created or retained (full time vs. part time)   Total capital investment in the project including site improvement, building cost, business personal property and other equipment.   Expansion of the local tax base.   Location of the proposed facility or operation.   Whether LVEDC funding is likely to influence the decision to locate the project in the City.   Whether type of activity is appropriate to the proposed area (e.g. office, retail, etc.)   The types and value of public improvements which will be made by the applicant.   Whether high quality architecture and site design including landscaping and public amenities beyond the minimum required by the City will be provided.

9. Whether the proposed structures will pursue Leadership in Energy and Environmental Design (LEED) certification.   10. To what extent City utilities will be used.   11. The types and cost of public improvements (e.g. streets, water, wastewater, drainage) and services (e.g. fire, police) which will be required of the City.   12. The market conditions and growth potential for the business activity.   13, The amount of time necessary to complete the project and create the jobs which are to be provided by the applicant.   14. Other funding and grants relating to the project for which the applicant has applied or is qualified.   14. Other factors set forth in the Policy.   15. Any other factors the LVEDC Board finds helpful and relevant to accomplishing the city’s economic development objectives.

Applications can be used for business beautification projects for Leon Valley with items such as landscaping, monument signage, front façade improvements and decorative street lighting Or to bring visitors or tourism to the area Or for advertising - restricted to no more than 10% of the annual tax revenues, or about $18, per year Or for historical preservation and parks, such as preservation of the Huebner-Onion House or walking trail expansions Each application will be reviewed with respect to the guidelines and contributions to economic development in Leon Valley

Main Goals are to: Strengthen the Leon Valley business district, including retaining existing businesses and attracting new businesses and redeveloping existing business centers; Beautify the Leon Valley business district through landscaping, lighting, signage and other methods; and Develop a more sustainable quality of life by implementing the American Institute of Architects plan, including park development, energy conservation for the benefit of business enterprises in the community, historic preservation, hike and bike trails, mass transit and other means We look forward to your applications today!
